"Rt. Hon. J. G. Gardiner," notes the Windsor Star, "was hardly fair, much less convincing, when he said farm subsidies in the past 13 years totalled almost 01,000,- 000,000. That included the war years when farmers accepted, even with the subsidies, much less than they could have obtained had food prices not been controlled. A comprehensive survey of Do-, minion Government outlay: on civilian pro-l jects and services has been conducted by an Ottawa correspondent of the Montreal Ga- zette, Mi'. Arthur Blakely. He has found that almost all of the 26 federal agencies or departments within the civilian admin- istrative group are spending more than lastl year. In many instances Mr. Blakcly finds the; margin of higher expenditures over those ini the past fiscal year to be substantial. He cites the department of agriculture as all case in point. The Statute of Westminster was passed by the British Parliament this date 1931. It gave effect to the decisions of the Im- perial Conference of 1926, abolishing the power of Parliament at Westminster to legislate for the Dominions or veto Domin- ion acts.
