Sir Charles Tupper Stirs up the Lib- eral Ministers---Foster Speaks. —_— -- (Sraciat to Tas Examinee,] Orrawh, April 15.—In the House of Commons Sutherland, the Libera! whip, expressed confidence ia the Yakon admia-~ istration and in Commissioner OziiVie.] | Sir Charles Tupper con-idered the matier eo grave that he could not give a silent vote. He deprecated the attacks on private character and regretted that the necessity existed for mentioning in this House the personal bebavior of Commissioner Walsh. i : . Bat whena prominent London investor who came to thie country with a letter from Lord Strathcona to Walsh, afterwards waited upon Sir Charles Hibbert Tupper to tell him thathe had found Walsh drunk aod could do nething with him, it was ne= cessary to deal with the case. Sir Charles did not sav these charges were true; but held that inthe int+resis of the country, and of Walsh himself if he is innocent, it shouli be ascertained whether they are true or not. They were the worst enemies of honest Yukon officiale who refused them the opportnnity to vindicate themse) ves. Mr. Sifton went tou far when he refused o allow any investigation except by a judge of hisown appointment and a packed jury. A judicial tribunial would either vindis gate tbe Yukon administration, which would be a good thiog, or else it might convict officials and drivethe Mizister of Interior out of public life, which would be a good thing for the country. Sir Louis Davies replied great yvehemence, asserting that the oppositioa nad failed to bring forward a sing!e defiuit and specific charge, or eny evidence sup- ported by the name of @ witness. Mr. Foster chargel that the Govers~ ment had wasted a million dollars by sending soldiers to Yukon who were not needed, and that development bad been kept back by excessive royalties, that nothing had been done the sanitary conditions to provide trails and with to improve transporiation routes. Jhe government bad skinned the coun- try, not for the benefit of the Ministers but to keep upa useles# and costly mili- tary force in the country. Mr. Foster showed that under the late Government a full investigation was ordered into many cases of civil service irregularities on tke vaguest possible charges, yet this government specific allegations in regard to irregular-~ ities occuring thousands of m'les away, and refuses enquiry without it. demands Must Hurry!
