I A recent issue of the Toronto Dry Goods travellers’ complaint against the tax lm posed in this Island and reprints a poe ‘about thatmatter, from the pen of our Mr. W. S. Louson of Charlottetown M Louson, as all GUARDIAN readers know, is aclever and versatile writer, Whose descriptive sketches have been wideli read and who sometimes “drops into poetry” without making any ext charge. Mr. Louson naturally feel trave1ler’s tax, and especially :that new namely. a demand for $100 each from hint- . agents of large wholesale houses in the small class are good citizens, who live in our midst, spend . their money in our midst, pay taxes and do what they can to help ln building up the City and promot- ing its welfare. We are all very glad to have them with us and would like :to keep them here. The contention of these commercial men, resident and itinerant,is that theltax law is unfair and unjust; that it infringes upon the freedom of trade between the Provinces which it waslthe prime object of confederation to secure; that it is auaiustrna spirit. ifiuctrnc letter or rua act of union; that it is conceived in a f narrowsplrit, is agaiustthe true interests of the Island, and against the wishes of the merchants andftraders here; that lt serves to create in the other Provinces a prejudice against the Islandand tends to restrict business and travel: and dually that both the taxon commercial travell_ ers and the tax on resident agents ought to be at once and forever abrogated. Much might besaid and much has been said in the amplification and support of the views last above reclted, snd the alert, H genial and versatile Kuightspf the Grip- know of to make the most of their case. even were it far less strong than lt is. We frankly admit that they do make a strong case and present it in very convincing gud persuasive fashion. _But there is another l side to the case and that also ought to be presented to the public, the people, who under our representative institutions are ` the ultimate arbiters of all such matters. The other side of~ the case must there fare be in brief here set down. The public men who passed the tax act, and who govern the Island must be acquitted of any feeling against the commercial travel- lers or the houses they represent. They would all be glad if circumstances had not “risen that seemed to render 'necessary the imposition of the tax in question. They had no desire to restrict legitimate trade, or to violate the spirit of the union com- pact. They will deny that they were ac- tuated by narrow or sectional views, and equally they will deny°that the tax is un- just. Aud finally they put forward the strong plea of necessity. This side of the case is entitled to consideration, as our _ commercial friends must admit. By consent of the leaders and represen- tative men of both political parties the iixed income ofthe Island has come' short of its needs for many years past. We I think w' ° - Pnictised a closereconomy in expenditure sack are as capable as any other class we t it ill be admitted that both parties in succession, when ln power here, have than has been known in any other Pro- vince of the Dominion. Still _there were » ery ses the I 5 E the large annually recurring deficits. It thus - 8 impurities whirl, bned and tenslvely here.
