The modus vivendi was adopted simply to prevent hostilities aris- ing and imperilling the trade in its con- sideration by the United States Senate. If, unfortunately, any retaliatory measure should be put into foree by the United States, and non-intercourse should be de- clared, our Government would be able, fearlessly, to leave the record to the peo- ple : Sir Richard Cartwright followed, rising yt 12.15 o’clock.
