Mr. Dullcs' critics, and their num- liar is growing cvcry day, are saying that American policy in the Middle East prior to Brilisli-Frcnch inter- vcntion in Egypt was riddled with. viicillaiioii and anpcascmcnt and. as gPl'lilt0T' Fulbright of Arkansas put it, "disastrous to L'.S. allies." Mr. Dull:-s' negative response to the White Paper suggestion. far from lcssr-ning this criticism will surely rt-suit in strcngthcning ii: for if, as he is trying to make out. American policy was square and above board. the publication of an official docu- ment giving all the facts would be to his advantage and that of Presi- ricni Eisenhower who. of course, hears the chief responsibility for foreign affairs. As for "reopening old wounds"-- facts known to everyone; no White Paper or any other official document could subtract anything from them. The Paper would be useful only if there were valid reasons behind the fluctuations of policy and which have not 'yet been disclosed. Mr. Dullt-,s' opposition to the suggestion would almost indicate that there were no such reasons. This is really something worth while. and it is hoped the attcndance will be large and responsive. Moscow's Reaction The Moscow Radio has "coni- mended" Britain for what it calls its "retreat from a position of strength." This is the Soviet Union's official reaction to Prime Minister Macmil- lan's declared intention to give the country's defense system an over- hauling so as to allow a gradual reduction in military personnel in West Germany and perhaps, in course of time, a slight reduction in costs. Mr. Macmillan has made it plain, however. that the new formula will in no way weaken the nation's security or retaliatory power. The Soviet "commendation" noteworthy. nevertheless. It is the first conciliatory word that has come from Moscow to London since that dark autumn day when the United States and the Smdet Union lined up in the U.N. General Assembly to condemn Britain and France for their intervention in Europe. it, therefore. signifies the end of M05- cow's attempt to divert American attention from Europe and s re- port that "too many Greenlanders drink too much too often." Fortunately. it lilo ll I- bout the mildesi form of injury you can suffer from cold weather. although chronic cases can be serious. FEMALES AFFECTED Probably because of their lack of adequate protective clothing. adolescent females are the usual victims. Feet and lens are most often involved, but hands. fingers. nose and ears also offer good tar- gets for the cold. Women about 35 years of age with aloui. legs and thick ankles are the most likely candidates for chronic perniosls. Anyone who is undernourished. particularly a young child. is a likely victim if he remains out- doors for very long in cold weath- er. Even moderate exposure to cold may produce chilblain if the blood supply in your veins is be- low normal. SEVERE SPASM Acute chilblain is caused by a severe spasm of the blood vessels of the skin when a susceptible person is exposed to cold and damp weather. An itching grid burning of the affected part generally is the first indication that you are suffering from chilblain. You'll notice in bluish-red tinge to the area which will disappear under pressure. Cleansing the affected area each day with water and massaging it gently with warm oil helps. It's better. though. to prevent chilblain from occurring in the first place. And it's the simplest thing in the world to do. Just dress warmly. In addition to wearing your usual heavy win- ier garments. also don warm stockings, mittens and ear muffs.
