Wil- liam Hughes) was voiced in the Legislature Wednesday night by Mr. H. Frank MacPhee. K.C., Con- iervative member for the Third District of Kings. Mr. MacPhee followed Mr. Hughes in the debate and made a devas- tating analysis the Budget- which involves an estimated over- all deficit of 0887.096. Meagre Material: "it is necessary at this stage to consider what is our financial position." Mr. MacPhee said. The materials before us, designed ‘to inform us and enable us to dzc- charge properly our duties, are meagre _ and inadequate. The change 1n the accounting system in so for as it reflects on the in- formation ven the House is not ealculated make for more effi- cient administration._ The complete Public Accounts which are before us are for the period ending March 31. 1944; that is for a period which terminated over a year ago. They are not for any comparable period because they are for fifteeii months. and if we want find what the Government's perform- ull-iinportont industr i obvious, therefore, that deficit is not created in any way by the fact that the Government has made some new and enlarged which will be ‘ncldental to the implementation of any polic of reconstruction. But if we eave that aside for : moment and con- sider whut other things there are which are not involved lo recon- struction, in ~the ordinary field of provincial administration, the pic- ure is equally dark. Agriculture Neglected "In this Province when we con- sider thc necessary and proper expenditure of a government de- partment. the first thing which occurs to us is the Department of Agriculture. I am not going to deal in detail with this Depart- ment. but I wish to point out that in these estimates which fore- shadow this huge overall deficit of almost nine hundred thousand dol- lars, the provision for Agriculture is roughly $73.00!). That is to say, one-fortieth of the total provincial . nenditure. "Here we are in an agricultural Province dependent almost entire- ly on agriculture. with a farmer Premier and a farmer Minister- of Agriculture; and we can only find- nnc-lortirth of our total revenue t available for expenditure for chi It is this huge S ance was in any department have got to employ calculations anti mathematics to arrive at any result. , "As to the financial year ending March 3!. i045. we have no com- plete statement. There has been tabled a partial and incomplete statement in reference to the elev_- eii months ending Feb. H. 104a. Av to the twelve months period. 1 the Provincial Treasurer‘ meiitlon- l ed that the deficit on ordinary account was in the vicinity of $40ri.C0O. “In respect of the estimates tabled for thc year upon which we have just now entered, the Gov- ernment estimates a deficit on ordinary: account of roughly $588. 000. and a deficit on general ac- count. covering ordinary and capi- tal account. of $897000. The esti- mates expressly‘ state that they were bnsctl on calculations which make no provision for expendit- ures for Reconstruction. 1 i i Heading For Bankruptcy ; "Thai. then. is the alarming financial condition which we have to consider.
