P.)- The enthusiasm with which the in- vestment fraternity greeted the huge government refinancing issue of $800,000,000 3% per cent bondsis one of the best portents seen in the business situation in some time,’ according to well-informed opinion in financial circles. Suggesting a. huge reservoir of unemployed funds on tap through- out the country, the issue was over- subscribed more than six times and indications were that before the end of the year \‘le government will be in themarket for additional funds to meet maturing short term notes. A refinancing program of more than a billion dollars is ex- pected to be carried out by the gov- ernment before December 3i. when the major part of the gov- ernment financing is finished a sharp revival in industrial financ- ing ls expected. This money, which will probably be obtained at very favorable rates due to the easy credit situation, will be used for ln- dustrial expsnsion, according to ob- servers, which automatically will lead to trade revival in many lines. Money conditions are expected to remain easy for a long time, sugur- ing well for the market for bonds, that there always is a good demand for fixed interest bearing securities of the highest grade. Even during the spring setback on the bond bonds were rising to the highest levels on record. ~ The bond market has received ' considerable stimulus from the re- ception accorded the recent gov- " eminent financing and all sections of the list displayed a rising trend.
