Notes and Commen ts. -~-Official reports from the United States show that the potato crop of this year will be short. —Last year Belgium sent £17,358,77 worth of goods to England, and took only £7,638,912 worth in exchange. Similarly, Germany exported to England £26,073,331 and imported from that country only £19,- 293,626. The United States, too, exported to England £97,000,000 and imported only £32,000,000 worth of British gocds. These statistics are forcing the English people to think about the matter of Fair Trade. — Mail advices from St. Johns, Nfid., say: “The mayor of St. Johns has received a letter froma farmer in the state of Maine, The writer says that he has heard of the tire, and desiring to aid some sufferer, would be glad to give a suitable temale a good home with him, He will employ her at good wages till they know each other well enough to please, and then he will marry her. She must be between 25 and 30 years of age and weigh from 150 to 175 pounds. It is a sine qua non that she sball be ‘plump and light complected,’ and her character must be certi fied to be good- Pictures can be exchanged, and the writer wishes it to be clearly under- stood that he is not joking, but in deadly The mayor will do all he can to aid any distressed female to profit by this somewhat novel way of doing good, for, as the writer says, “two rsons may thereby be made comfortable and happy.” — The theory that the Customs duty, under a protective tariff, is added to the price of the domestic product has long been proved only a theory, which is rudely shattered when brought into contact with experience. A case in point is the price of pig iron inthe United States. There pig iron, of domestic produc- tion, is offered for sale at $15 per ton, while iron of a similar grade is selling at Glasgaw at practically $13.25 per ton. As the cost of transportation across the Atlantic, including landing charges, etc., is nearly $2 per ton, it will be seen that a purchaser in the vicinity vf Pennysylvania could buy American pig iron at a lower price than he could now buy foreign pig iron even it there were no duty to be paid upon it. The American duty is $6.72 per ton, so that if the duty were added to the cost of the home article, the price would be $13 25, plus $2 for freight, plus $6.72 for duty, or $21.97 in all. That it can be had for $15 shows how a protective tariff develops industry and reduces prices. —The Week, of Toronto, says: **To one of coaservative instincts, the radical legis lation which looms on the horizon of British politics must be little less than appalling. Even the moderate Liberal of the type of that distinguished statesman who, on a for- mer memorable occasion, after the passing of one of the great Reform Bills, thought the t me had come for Liberais to ‘‘rest and be thankful,” must stand aghast as he catches now and then a glimpse of the vista whose unknown depths recede into the distance before hin. And yet it is now clear that all the possibilities and potencies of the future were wrapped up in embryo in those first cautious extensions of the franchise. At the stage which has now been reached no great stretch of imagin- ation is required to forsee *‘one man, one vote,” ‘fone vote, one value,” universal suffrage, Welsh disest sblishment and Scotch disestablishment, with disestablishment in England as their inevitable consequent, to say nothing of what is involved in the ever lengthening labor programme, among the legislative innovations of the not very re- mote future. It does not necessarily follow that all these innovations are to be made by Radical Governments. It is quite as likely that some of the most startling de- partures may take place under the regime of the so-called Conservative party,” —That good Liberal sheet, the Hunting- don Gleaner, discusses the Toronto Globe's proposal that the Opposition party hold a convention, and says: ‘‘The proposal seems to be inopportune. The first need of the Liberal party is a change of leaders. At the present time no successors could be named. A delay of two or three years is certain to bring forward men to succeed Laurier and Cartwright. The second cry- ing need of the party is a return to Liberal priaciples. Would a convention held now place the party on the platform of separ- ation of church and state and of as near an approach to free trade as circumstances will permit? Seeing that the course of the party has been directed of late years by poli- tcians who have been angling for the support of the hierarchy, and have been blowing hot and cold as regards protection, we think not. Then, again, Sir Richard and Mr. Laurier, to be consistent with their course in Par- liament, would try to commit the party to Unrestricted Reciprocity, and if successful, an irreparible split would ensue, for an im- portant section of Liberals never have and never will accept any proposal detrimental to imperial interests. Addto these diffi- culties the certainty that into a convention held now Mercierites would intrude, whose presence would prevent self-respecting Liberals from having anything to do with it and it becomes plain that delay in hold- ing the proposed meeting until near the approach of the next general election is ad- visable. A convention held now would not represent the Liberal sentimeat of the country. It wouid be a gathering of party wirepullers, who would use the name of a great party to further their personal inter- ests.” This is about the way the majority of the English-speaking Liberals of the country view the matter.
