The Senecal-Foote libel case, the pre- liminary investigation into which was to | have proceeded yesterday, has been sud denly terminated ; the case having been settled by Mr. Foote agreeing to apologise. It is pow intimated by the Grit press that the remnant of the Quebec opposition in- tend resigning. Hon. Mr. Mercier has already intimated his inteution of doing so and the others will fellow. It is said that Mr. Stephens is the only one who seriously objects. An adjourned sitting of ‘the Supreme Court wil! be held oa Wednesday next, fer the hearing of Ontario cases. The peti- tions on the part of the temperance advo- cates in St. John, N. B, city and county, to have votes taken in these districts for bidding the sale of liquor under the Scott Act have upon objections which were filed on behalf of the opponents of such act by Mesers. UNITED STATES. | Wasnineton, Dee. 6. The President's message was transmitted to Congress to-day. The message opens with a touching reference to the death of President Garfield, in consequence of whieh Gen. Arthur became President, The work of the different departments is reviewed at length, and recommendations of the seere- tary of the treasury, as to finances are in- dorsed. A revisien of the tariff is recom- niended ; and that the people may have just relief from the present onerous taxa- tion the abolition of all internal revenue taxes, except upon taxea in its various forms, and upon distilled spirits amd fer- mented liquors ; and except also the special tax upon manufacturers of, and dealers in, such articles, is suggested. The amicability of foreign relations, the proposed Panama Canal and the South American trouble were neticed. The message favor- ed the idea of increasing the army, and refitting the navy. The necessity of legis- lation for the suppression of polygamy was urged. After the civil service and several matters of minor importance had been men- tioned the President concluded by saying: ** 1 am deeply impressed with the gravity of the responsibilities which have devolved so unexpectedly upon me. It will be my constant purpose to co-operate with you in such measures as will promote the glory of the country and the prosperity of its, people. The comments of the local press upon | the President's message are most favorable; and it is generally conceded to be a careful and well written document. Wasnuinoton, Dec. 6. Information has been received here of the death of General Kilpatrick, Minister to Chili. [General Kilpatrick was a dash- ing efficer in the Civil War. | New York, Dec. 6. The steamer ‘‘Boliva,” which sailed from London Nov. 19 for Boston, with 109 passengers, has taken refuge at Queenstown. She lost her funnel and four boats, had a sky-light smashed, and sustained other damages. The third engineer was killed and two fireman were scalded.
