SPecIAL DesPatones vo THe EXAMINER. Orrawa, April 29. The Speaker tock the chair at three o clock. On motion that the House go into com- mittee of supply, Mr. Blake, ia amend- ment, moved the following resolution :-- “Seat it is expe dient to provide means whereby, on solemn occasions tou ‘hing, the | exercise of the power of disallowance or of the | Assembly went into Coni- | @P »pellate power as to educational k gislation, -My. John | i@portant questions of law or tact may be re- | ferred by the Executive to a high judicial i tribunal for hea ing and consideration in such {mode that the authorities and paitiesinteres: - } e! may be represented, and that a reasoned | opinion may be obtained for the information of the executive.’ In support and explanation, Mr. Blake said that recent events had shown the necessity for such a reference as he had provided for. The Administration were now forced to come to judicial determina- tions on such subjects, but it could not ba presented but in times of race and religious strife. Whatever cCecision they came to should be suspected tu have been arrived at to allay popular feeling rather than be ac- espted as an impartial decision, Sir John Macdonald cumplinented Mr. Blake upon the careful consideration of te motion and in his speech iu support. He announced that the resolution met with his entire approval i Che decisions called for would not neces- | sarily be binding, but rather for the inf: r- nation of the Government, and thus there vas implied ne interference with the prin- ciple of responsible Government. The amendment was adopted unani- mously. Mr. Hisnhauer brought up the question of the deposit of sawdust in navigable streams and this was discussed until six o'clock. After recess the House went into Com- mittee of Supply. On the item of $40,000 forthe P. E. I Railway, Mr. Biake referred to a telegram sent by Sir Charles Tupper during the last general election to Dr. Weldon, of Alber, promising to cons solidate the branch lines of the lower Provinces with the main line of the Intercolonial. Dr. Weldow rose and explained that he had onthe faith of Sir Charles Tupper’s promise, pressed the project upen his con- stituents, and urged the Government to follow the example of the C. P. R. and the G. T. R. and consolidate the branches, thus affording the people in the Lower Provinces the same advantages as are enjoyed by their brethern in the West. If the latercolonial would not take the matter up he weuld promise the House to b: iug pressure to bear on the Government to give it toa commercial corporation would ‘dev elop the count ry. Sir John MacDonald added that the con- sclidation spoken of would result in some economy, though he dvubted if it would re- duce the deficit now experienced by the C. R. The matter, mowever. deserved full consideration, and he hoped Mr. Wel- dou would have an opportnnity of bringing the matter up next year. Asto the pro- posal to hand over the Intercolunial to a private company, he thought that if the Maritime Provinces were agreed by « vote of their legislatures or in in any other way they could be recognized by the parliament of Canada, But parliament would not object tili that was dene. It was inpossible to con- sider the subject, because the Intercolonial was one of the terms of Confederation, and it woul! be a breach of faith to part with that link between the Provinces. The discussion was kept up until 1.10, when the House adjourned. Politics in Quebec. Monrreat, April 30. The following comes from Quebec: — It is renored that Hon.
