Under the above caption the Toron- to Globe discusses the proposal to re- voke the gerrymanior of 1832 and re- turn to county boundaries. The ,Globe prefaces its article with a re- ference to the statement solemnly made by Sir Wilfrid Laurier that he would never attempt to gerrymander the constituencies of Canada to the profit of the Liberals and to the dis- advantage of the Conservative party. These are good words. So also we agree with the great Liberal organ when it says that in regard to the . measure now before parliament “means shall be found to give the op- position in the Commons a fair and full voice in the work of re-arranging the basis of representation.” i We trust that the redistribution bill may be shaped and completed in 1 accordance with the just pledges and suggestiohs that we have referred to, .but it is apparent that the two par- ties can never wholly agree as to what is fair and just in such matters. More especially is this true when one party is in the act of repealing a law passed by the other party and enacting a new law in its stead. It would be much better to follow/theBritish plan 1. and hand over the work of creating and arranging t-he electoral divisions .to an impartial commission. This was thought to be necessary in Great Britain, where parties are not so unjust- to each other and so suspicious of each other as they are unfortunately in- Canadu. The result was a distribution which gave entire satisfaction to both parties in the Mother Country. It passed unchallenged by either party and was accepted by the country as fair and just. We can hardly expect such unanimity of ap- proval and such general content un- der a measure enacted by a party vote in Canada. R. telegraph and their steamship seivice are on a large scale also.
