It is a wise forethought to try and prevent the destruc- tion of this important crop. School Trus- tees have already plenty of work, but this would not involve much extra labor. The annual School meeting takes place at the very time when the bug willbe abroad. A disadvantage of using poison is that if itis not sufficiently diluted and ifspread over thickly, cases of poisoning may occur. School Trus- tees will be able to impart a knowledge of these peisons to the heads of families, and they again to their children, The work will last only twoor three weeks Some farmers may be careless, and it will require an organized system to look after them The poison will have no injurious effect up- on animals if properly diluid. How the bug comes it is not known. It is accounted for in various wayr. He did not think that the Legislature can take any notice ot compensation to the person whose potatoes may be destroyed by order of the trustees. In either case he would lose his crep. Ms. Beer was pleased at the introduc- tion of this measure. We are threatened with a great calamity; if our potato crop be destroyed the loss to the country will be terrible. Mr. Btakk considered this would be im- posing an arduous duty on school trustees, and placing a dangerous power in their hands. It will become a difficult matter to get trustees to serve. The Government might purebase a large quantity of Paris Green, and they should also circulate in- | formation upon the subject. Mr. Perry thenght it would be impossi- ble to prevent the spread of the bug by legislation. If complaints arise let the Goverument spend a sum of money in pre- vention. If the law is to be enforced by the trustees, it will remain a dead letter, under any circumstances its operation will be very unsatisfactory, Mr. McKay said it is difficult to arrive at a sclution satisfactory to all. School Trustees have now quite enough to do. Not only will the District where the money is assessed be benefitted, but all the sur- rounding districts, and the whole country as well. Heapproved of the suggestion to appoint a warden at the annual school meeting. Farmers are _ suflicientiy intereated to protect themselves; if any neglect, then let the Government pay two- thirds of the expense incurred, and the district one third. Mr. Frreuson moved resolution : the following “Treat the Trustees of any School District shell, on being notitied in writing by any ratepayer, that the potato bug has appeared on the vines of potatoes within the District, be empowerec to enter, either by themselve» or their agents, upon any land and use such remedies 23 they may deem neceasary for the destruction of the said potato bug, and sball | be farther empowered to expend a sum not | exceeding dollars in one year, to defray expenses thus incurred, and to levy said amount on the property of the said School District.” He said he did not see any other way of dealing with the potate bug except by em- powering the School Trustees toact. They are the only organization extending over the whole Province. If some districts take action it may be neutralized by the inaction of other districts. The bug will appear simultaneously, and any Commissioner appointed by the Government will be powerkss. We have more to fear from the bug than any other place. The potato beetle is a native of a colder climate than ours, the Rocky Mountains of Colorado; the only arrest to it is excessive mois- ture ; we have very warm and dry weather at the season when the buy will do its work. We have five acres devoted to potatoes to one compared with other paris of America. In the Western States and Ontario they grow only sinall patches. and it is easier to deal with it there. It is of no use to legislate towards remunerating those whose crops are destroyed. Burning is no more efficacious than poison. He would be happy to adopt any suggesticn which might be offered for the improve- ment of the measure. Mr. FarQunarson said that School Trustees may not be careful in handlirg poisons, and care should be taken that their use is hedged with proper safeguards. He thought, that Justices of the Peace, or vendors under the Canada Temperance Act, would be the proper persons. Mr. Sryciair as a farmer, would like to seo the Potato Bug exterminated. He con- sidered the measure under consider- ation, a very injurious one. The expendi- ture should be confined to acertain amount, and the whole of it paid out of the treasury. We nmiust deal with it in the same manner as other countries have done. it. He considered the mode proposed impracticable. It gives three men the power to go and experiment on another man’s field, and assesa the rest of the settlement to nay for it. A measure of this kind is necessary, but should have been bronght befere the House in a different manner. Mr. Ferouson said, if Mr. Sinclair dis- approves of the proposed measure, why does he not suggest an improvement! If the Government are to pay the expense, the trustees will not be nearly so careful, as when they are spending their own money, and that of their own neighbors. The amount need not be very large, if the matter is taken in time. The best farmers will make an effort to meet the danger themselves, they may not understand the application of the remedies very we!l, and by the proposed Bill will be esabled to pnt themselves in communication with the trustees upon the question. Some, regard- less of their own interests will neglect, and withont a provision of this kind, the indus- triousfman will be at the mercy of his lazy, careless neighbor. Mr. Penny thought it porsibie that the cure may be worse than the disease. The power proposed to be given the trustees 1s very unlimited. Who are the agents of the trustees to be? If the crops of the whole Island are to be saved by the de- struction of one field worth $500, then the whole Island should pay for it. Mr. Farqunarson cousidered the Bill @ great farce The Executive Conncil should tahe charge cf the matter. Men will not serve as trustees if they are re- quired to do all this work. The cost should be paid out ef the Treasury. The Govern- ment should appoint men all through the country to use the poison wherever the bug appears. Mr. Camrsett said the present question is one over which we can exercise no con- trol. This measure instead of remedying the evil will only have the effect of intensifying it. This House is in just as good a position to legislate for killing the weevil as the potato bug. He was opposed to the resolu- tion. It would be unfair to the Schoo] Trustees, and the consequence will be that none will be got to serve, and the schools will be neglected. Mr. McLrop in seconding the motion said that rather than have no legislation epon the question, it would be better to amend the Education Act so as to enable trustees to assess menibers for the purposes proposed in this measure. It certainly imposes a duty upon the trustees, bat how is it to be avoided. Before the Govern- ment would be able to move in the matter, the potato crops might be all destroyed. The machinery for destroying the bug should al! be ready before itj puts in an ap. pearance. Progress was reported, and at 6 o’clock the House adjourned for one hour.
