F&oM SEYTLEMENT—THE RE PUBLIC SURROUNDED WITH HOSTILE, SUs- PICIOUS NEIGHBORS. The French aud Spanish papers for some time back have been sparing no efforts to magniiy the difficulties which have arisen between France and Spain. So telegraphs the Paris correspondent of the London Times. Certainly there has been, on account of recent events in Africa, ao interchange of diplomatic noves, au interchange which still cou- tinues, aud is no doubt not yet about to finish. This situation, however, might have been avoided if, in reply to Duke Ferrsaud Nunez’s courteous, semi-official observatious, a desire had at once been manifested to give effective assistauce to the unfortunate victims of Bou Amena, and the Spanish Government had thus been spared the necessity of taking official steps. THREE NOTES HAVE BEEN EXCHANGED, but it is certato that the language of the two Governments has evinced an equal desire for conciliation, though it is but just to say that the reach Government bas not acted on this occasion with either the decision or sincerity worthy of the Government of a great uation. To the note in which the Spavish Gorernment made its amicable bat explicit statements the French Government at first replied, using the wunseemingly expression *secours.” This expression was after- wards withdrawn, aad ** compensation” substituted. ‘Then in the note in reply to the Spanish Government and trans- mitted through Admiral Jaurez, the French Government while admitting the idea of compensation, reminded Spain of the French claims on account of damage ineurred by the French during the Carlist war, claims which led to no result, and asks her intentions on the subject. It also reminds the Spanish Government that no claim of the kind was made by Spain on account of damage incurred by THE SPANIARDS DURING THE PARIS. {t must be confessed that this is a style which is far from harmenizing with the traditional French habits, that it shows no trace of that sumptuous, almost lofty generosity which placed money consider- ations in the last rank. Instead of this, when the Spanish Government, under the pressure of public feeling, brings tue sufferings of its feilowcountrymen under the notice of France, and show the ne- ceszity of a speedy remedy, the French Governmeat revives a claim which has remained « dead letier for years. SIEGE OF THE REPLY OF THE FRENCH GOVERNMENT can be foreseen. In the most friendly terms, it in the tirst place rejecis the pre- cedent of the siege of Paris. On that oceasion the Spauiards, covered by the law of nation<, were free to the last moment, and even after the beginning of tho siege, to leave Paris. Those who remained knew to what they were expos- ing themselves, and freely and volun- tarily did so, As to the Carlist war, the Pretender’s army occupied the insurgeat provinces. It was au insurgent Govern- ment which established itself and pa- ralyzed every effort of the regular Gov- eroment. Whenever the Spanish Gov- eroment could get the upper hand, as at Carthagena, it compensated the French who suffered, but in the Basque pri- vinces, ju Guipuzcoea and in Na- varre, the regular Spanish Goverument had really ceased to exist. when the acts occurred which — yave rise to the French claims.
