The actual surveys made by Mr. Swinburne show the grad.s and graduaiion to be much better thon Colonel Waring thought they wuld be when he was here, and, therefore, the construction will be much easier. The plons are drawn on a scale suitable to-a sup- posed population of 25,000 people. The estimated cost of construction is $133,533.40, but as this estimate is based on high units, Col.
