In the earlier years of the federa-1 tion the voting for members of the House of Commons was based upon the local lists. The representation was of constituencies made up of counties or cities, or parts of the in-ne. The redistribution Act of 188'? so vigorously denounced by the Li`oera.ls as a gross gerrymarder, changed the boundaries of some tiftv- tive constituencies, so that a single electorial division was made up of townships taken fi-o.in_ two, or even three different counties. Later came the Dominion franchise act, by which the federal authorit appointed re- vising barristers anal made up the federal voting lists. The Liberal leaders and press cum- plained loudly against the gerry- mander, the partisan revising officers and the great cost of revising the lists. Since coming into power thev have repealed the franchise act and restored the local electoral lists tn use in Dominion elections. These lists had served during the first twenty years of the Doniinion’s political history, and there is no reason why they may not do very well for tw_enty years io come. This change also edects a large saving. , The redistribution 'bill now before ths Senate proceeds along the same line of restoring the old order of things in our representative system. It repeals the' gerrymanders of 1882 and 1892 as the franchise act has been repealed. The number of members to which a province is entitled will be apportioned among the counties and cities as they were in the first 15 years after the union. Some counties or cities will have one member, and others more than one. Where a county or city is entitled by reason of its larger population to more than one representative it will be divided into two or more electoral-' divisions or ridings. Such is the general scope of the measure as outlinedb Hon. Mr.Mi1ls. Y If this method is fairly carried out we. fail to see that it will be more objec- tionable than the repeal of the fran- chise act. It will. se far as Ontario is concerned, he a great improvement upon' the existing system. And it accords with the Liberal contention all along that representation ought to be based upon the old municipal divi- sions-the counties and cities of t-he provinces. . _ M31 It is something to have induced the valued Patriot to say that it has “not defended” Mr. Scrimgeour nor his business.
