Members on the Bi 1 reliitinv to the Ollice of Controller of Cus- toms und Navigation Laws, before the llousc on Friday last, which we were obliged to omit in our Summer . Mu. P.'tL.\fER obyectcd to calling it man at De- puty, when lie is appointed by the Government and paid and held responsible to them, having right to take a course independent of principal, he ought rather to be called an Assistant. Mu. Lotto asked what was the diilercnco be- tween at Deputy and Assistant, lie thou ht it did not matter what name he was calle . was carrying out the Governor's Message. To prevent mistakes being made by persons igno- rant of the duties of the ollice, the Assistant was to be appointed by the Government, that if the Controller wentout of ollice, liisiissistant would remain and conduct it, and instruct the new in- cumbcnt. hoped none would be appointed, unless they were fully competent. I—I er Iii. l’.ii.iii:n, as to the name. he might he: called anything, but he should like to see his responsibility definitely defined; inconveniences might arise from the Deputy or Assistant acting independently of his principal. ii. Cont-zs would not quarrel a_bi)ut the name, Assistant might be best. What deputy would dare to oppose his principal.’ he would of course be amenable to the (‘untrollcr and the Govcrniiient. The person who has hitherto acted as clerk, has been ii broker who has mad, out the ciiti-ies ot’ Merchants, this course inns- not be continued. A clerk must be providcde who will not go out of ollice with the Coiitrolt lcr but will continue his duties until the new controller would request his removal. The Con- troller will of course look after the Securities, &c. The mistake in not sending home the l.:iws might not have occurred with the late Colonial Secretary if the clerk had been independent of his principal. Mn. Ii0.\'G\\'0R'l'll. The Bills went out of the Secretary's oilice, he would confess without the (treat Seal, but they wont to His Excellency. who sent them home. Mn. Wiuirnutx, thouglil: the Government giould have the control and appointment of the e ut . i\In. IIAVILAND. The Deputy would most likely be changed under the present system of govern- ment, but hon. members meant, that he would not go out with the Uovenment, he considered it an improvement on the present system, the business of the country might be retarded by the death or otherwise of the Controller, if the appointment of the Deput was made byliim, it would of course cease wit him. Mn. Wsiinoirrox, no Government would ap- point nn assistant without consultin the prin- cipal, nor could an Assistant be turne out with- out consulting the Government. On the second clause being read, providing the Salary, ' Ma. Cones said; since the salary of the Collec- tor of Excise was last fixed, House keeping ex- penses had greatly increased and the Controller would have 8 eat deal more to do. ov £1310 in addition to present Salary. 3. ‘d, and the Controller was to get £100 ud- 'tional, they in’ ht as well pay two oficers. Mr. Clark won (1 not have accepted the ollios if he had not had the assurance of £100, and he reminded the Col. Secretary of it. _ _ Mr. Coles.-The hon. member was not Justi- fled in making the assertion before the House. The Controller would require an Assistant, for the duties of the oflice would be considerably increased Mr. Haviland would look at the ollice and not at the incumbent, it would be best to have the oflice under one head ; did not think the salary prgposed was too much. . r. Lord did not think Mr. Clark should so , he would throw up his ollico ; thought he won d be well paid, if he pt £75, and his Assistant £100. Ie knew the duties.
