It is now almost a generation since the
Alabama Claims were arbitrated between
Britian and the United States, in which
case the award was heavily against the I
Mother Cou<1try,but the judgement lwas
cheerfully paid. Although the figures
were in t:ns of millions the settlement
involved not more than the cost of a few
daysof a. great modern war. That notable |
arbitration undoubtedly gave an impetus
to international arbitration. Since then
we have had the Hague tribunal set up as
a permanent court for settling trouble-T
some questions. and it has already well
justified irs creation.
It seems regrettable_that the treaty of
arbitration negotiated by the late Lord
Pauncefote and Secretary Olney some six
years ago was then rejected by the United
States Senate. Britain and the Republic
ought really to have kept the lead ot the
world- in this matter, and probably would
have done so but for the fact that the Al-
aska boundary dispute was pending,whieh
dispute the Washington party leaders
have been all along unwilling to leave to
a fair arbitrsment. We may hope that if
the boundary question should now be
got out of the way, the rejected treaty for_
veneral arbitration between the two
countries may be renewed and ratified. A
