A conspicuous example of such an occasion was in the reci- procity election when the Liberal party had gone down to defeat be- cause of its advocacy of freer trade. Again, at the last general election, the Dunning budget had contained measures of freer trade with the mother country, and the adminis- tration of the day had staked its life on that budget. ~—-—-.v#u-a Very Critical The attitude of the present ad- ministration toward the ‘Mother Country" in trade matters was crit- ‘icised by m. Motherwell. Great lflritain had made concessions to Canada as aprcllnrinary, to the coming conference. Canada had made no response. Why should the Government not have done some- thing to pave the way for success at the coming meeting. He did not wonder that the British newspa- pers were so silent about the bud- set. . Stabilisation of cur- rency would probably prove bene- ficial. he agreed, but how was it to be brought about. Mr. Stevens him- self said that it was an interna- tional matter and could only be dons by conference. He was glad, said Mr. Mother-well. that the gov- ernment was at last beginning to think internationally. It had been a hard task to educate it to do so. The member for Melville pro- ceeded to take the Speech from the Throne and contrast certain state- ments contained therein with the budget speech. The Speech from the Throne. he said. declared that conditions in Canada were "funda- mentally sound." Trade was main- taining itaeif well. Yesterday the member for Shslburne-Yannouth (J. L. Balaton), had shown the House that trade was about cut in half. The Speech from the Throne apparently disregarded this situ- ation. Again, the Speech from the Throne declared that measures for the relief of unemployment had proven effective, If so. it seemed rather strange that unemployment was increasing all thetims. Borne people in Canada had tax- able incomes of half a million dol- lars. Last year the abortive pro- posals oi the Government would have reduced their rate by $41,000, but this year those of- Mr. Rhodes increased it by $6l,000—a differ- ence, said w. Motherwell oi 892,- 000. The finance Minisior was to be commended upon his policy of graduating the income tax; but why did he not do the same thing with the civil service salary out? Tbs stamp tax had been increas- ed to three cents. The principle of graduation should have applied there, with a fifty cent tax on cheques of 0100 and over. Mr. Rhodes would have got more rov- enue and he would have been more consistent. w. Motherwell found fault with the 200 per cent increase in the excise tax on importations. The bullet of Neville Chamberlain had been met by increasing this import. How could the Government dafendsuch a horrible piece of hy- pocrisy! ‘m.
