BERLIN, Dec. 16 (Special)--The
question of the unsinkableness of
modern scagoing ships was discussed.
at=the -recent meeting of the- German
Elociety of Naval Architects, which
held its annual meeting in Berlin.
Brolessor Oswald Flamm, one if the
most eminent of German naval archi-
tects, Professor of Naval Architecture
at'the Technical University in Char-
lottenburg, in the course of a paper
pointed out that in England the
necessity" for water-tight compart-
ments was repeatedly urged by the
technical experts, especially by the
Admiralty, but for a long time all
efforts to secure this provision for'
the safety of the ship were frustrated
by the opposition of the shipowners.
The Boar_d of Trade and Lloyd's, he
added, also did nothing to promote
such efforts. In order to induce Brit-
ish shipoivners to adopt a. sensible
arrangement of water-tight compart-
ments, the Board ol Trade issued, in
the year 1888, the "haleful regula-
tion" permitting vessels constructed
with water-tight compartments to
carry only half`the prescribed number
of lifeboats. This regulation, he add-
ed. has been bitterly avenged by the
"'l'itul\ic" disaster.
