Dear Sirs -We beg to advise you that Mr. Macnish has discussed st length w tn his solicitors the charges contai in the Petition which has been filed against his return as mem- lvlossrsf Crotllors and-Price,-. - _ V W Ontario for West Elgin, and that they have to‘a considerable extent investi gated the charges contained therein and other matters which have come to their knowledge in connection whiz the election. And the subscribers hereto make the following statements and admission respecting the same: 1. That a- large number of persons were specially sent into the constitu- ency by men working on- behalf ofthe Liberal party for the express purpose of taking part on Mr. Macnish's behalf on the election held January 12, 1899, and we believe _that fraudulent and corrupt means were used by some such persons to secure his election. il. That several of the said persons illegally and without' authority acted as deputy returning officers at tho said electioii, and in at least three cases so acted in the names of reput- able local men, having under assumed names been introduced to the return- ing officer by local agents of Mr. Mao- nish. 3. That in many polling sub-divi- sions of' the riding there were grave irregularities connected with the re- turn of the ballot boxes and their con- ltents, the voting, and the counting of the ballots thei-eat. - 4. That there were large numbers of persons brought into the riding for _the express purpose of personating le- gitimate voters, and assisted by some oi; Mr. Macnish's local supporters, such persons did personate qualified' voters in voting for Mr. Macnlsh. 5. That the declared number of votes for Mr. Macnish largely exceed- ed the number of bona-fide votes cast for' him. 6. That a large number of votes cast-i`or_Mr. Macdiarmid were in some ' nefarious and corrupt manner manuip- ulated whereby the result oi' the elec- tion was rendered doubtful, and that. in this connection the voting at Shed- den and Middlemarch, and in several ‘divisions in St. Thomas, whore said so acted, as deputy returning officers, merits special mention. _ 7. That there ,are good reasons to believe that there are many specific and-well-authenticated cases where agents oi’ Mr. Macnish concealed at their homes some of these strangers, who there paid large sum of money to _electors to induce them to vote for him. _ 8. That Mr. Macnlsh will-forthwith deliver to tlie Speaker of the Legisla- tive Assembly his reslgnationhe a member thereof for the said electoral district. Who are the subscribers to this documentf Donald Macnish, Liberal caudidate,_and A. B. Aylesworth, at one time Minister of Justice in the Laurier Government. Those are the men whose names are signed to that confession of rascality of th e worst kind, to that confession of all sorts oi’ corruption. Those are the men. I- say, who subscribed to that confession on the part of M`acnish which this man Preston was connected with as he was connected with very many other shady transactions, and I will give you one or two more of them. It was Preston who, as organizer of the Lib- eral party in the province of Ontario. brought in this gang of pluggers, bal- lot-switchers, bal ot-spoilers and mark- ers. He is the man who was behind the cruiseof the "Minnie l\I.", the ne- farious work of "Cap" Sullivan; he is the man who was behind the self- confessed ballot-switoher Pritchard, an! others of his ilk. This man, Pres- ton, was the individual who organised this machine, and he was rewarded for his work by being appoipitisd to a $3,- 000 position as emigratio oiificer ov~ erin England.
