Judge Dugas, police magistrate, and Lt. David, city clerk, being examined. Both these gentlemen held that from eighty to ninety per cent. of the crime resulted from the abuse of intexicating liquors. They be- lieved, however, that prohibition will not work, and advocated light fines and heavy licenses. S., Sept. 9 —The Joggins mines was yesterday afternoon the scene of a terrible accident, by which «a miner named Amos Brown, 25 years of age, of Canaan, was ins'antly killed. While in the act of hauling anamber of losded cars up he slope, the rope by which the cars were attached broke and ailowed the cars to rush with a terrific speed to the bottom of the pit, striking Brown who was standing near the track and instantly killing him as stated. Consul Tobin, after consultirg with the port officer, rep'ied that immigrants from these couatries would not be quarantined.
