Regarding the field of mental health Mr. Matheson said that last year the Federal grant was 859.- 000 of which 335,000 was used and the balance will be returiied to Ottawa. Next year he believes there will be 365,000 available for the use of the Province. It is only lack of facilities which is pre- venting his department from using the full amount. given. In his report on return from Brit- ish Columbia last year Dr. Alex Murchison. Director of Mental Health, said that in past years the Province was only giving cust- odian care to iiieiital patients here. However. Mi: Mathcson stated that with improved facil- ities and a larger staff it was hoped to do more from now on. some patients. he said. had to go to other Provinces for treat- ment cf mental disorders and this was expensive both to them and the Island as each one took away with him between 5100 and 3500. Mental Health Clinic Regarding the new mental health clinic opened this month he stated that it would be a vast improve- ment as the patient and the psychiatrist would not have to meet. in the atmosphere. of Fal- conwood Hospital, but in a pleas- ant clinic in the uptown area. In mentioning the staff em- ployed he said that one member waa a speech uu tionlst. Dr. W. J. P. Machfilian dryly lug- geated she should be used in the Legislature. The Minister of Health said that there were 292 patients in Falconwood. of these he said that there were 6'! in the hospital list- ed as mentally deficient and an- other l94 who with a certain amount of treatment might be cured. some he said would nev- er be cured but they might be helped enough to aid themselves in the routine of living, Those patients in the younger age groups had a better chance for recovery than those who hnd been confined for periods up to 25 and 30 years. One patient. he said. had entered the hospital prior to the turn of the century and since ilien had cost the Province over 820.000 to maintain. Accommodation Inadequate- He made a plea for better un- derstanding of the problems of the mentally ill and said it was no disgrace either to the patient or his family. The Women's Build- ing at Falconwood is fairly mod- em and reasonably suited to the purpose. but it was overcrowded. An even worse condition prevail- ed in the Men's Building origin- ally built to house 80 patients and now having to accommodate 160. Under these conditions they sim- ply cannot givc shock treatment. because there is no available space. Mr. Matheson mentioned his past espousal of a home for men- tally retarded children and said he had hoped to get. the Mati- tiine Home built in this Provinu but doubted now that he would succeed. The proposed building of 800 beds would cost about 3800.000 annually to maintain.
