In a long edict the Chinese Government
has explained to its representatives
abroad how the present troubles began and
the attitude it now holds. This edict has
recently been made public and

Provinces of Chihli and Shantunga kind
of rebellious subjects, who have been in
the habit of boxing and fencing in their
native villiages, Clothing their doings
with mysterious rites. The local authori-
ties failed to check them in time. Within a
month the infection spread everywhere
