NEWS BY THE ENGLISH MAIL. THE QUEEN'S SPEECH. More than ordinary interest has attached this year to the speech from the throne on the opening of Parliament, and the docu- meut frilly bears out the anxiety which it has raised. Ilitherto, it has been custoin- nry on the eve ofthc meeting ofthc Legis- lature to communicate to the leading morning journals the contents of the speech, so that befoi-e it was actually delivered the public were in possession of its principal features. This rule in the present instance has been departed frotn; but all the cou- tion which appears to have been taken was not t-iullieient to prevent the spirit of the speeclr from oozing out through the press. One ofthe daily papers, not a very strenu- ous supporter ol'Lord Paltnerstnn’s Govern- ment, scents, some how or other, to have anticipated the delivery of the speech, nltlinugli the great organ of Printing- otrso—sqti.tre was evidently left in the II dark. From the language which has recently been ctuploycd by the Muscovite organ in the Russiancapital, there can be little doubt that the Czar is sincerely anxious for peace, and nothing will strengthen his good resolution in this respect so touch as the quiet but mo effective way in which this important topic is handled in the Queen of England's speech to the Imperial Parliament. The speech confirms what was previously known, that the ne ociatious will be open- ed in Paris. Rearcnce is made to the treaty with Sweden for preserving the balance of power in the north of Europe, and a treaty ot friendship, commerce, and navigation, is declared to have been cori- cluded between this country and the Re- public of ()hili—-the only other foreign topics, irrespective of the war, which are ' ‘ ‘ ‘ into the document. Many subjects connected with the internal im- provements of the country are to occupy the attention of Parliament: amongst these are mentioned a measure for improving the law in the riixitter of partnerships, and one for bringing the commercial law of Scot- land into greater hut-uiony with the law in the other parts of the three kingdoms. We infer from one of the concluding purttgruphs in the speech, that the subject of the town dues on shipping frequenting this and other ports of the empire has en- There is one striking omission—al| reference to any misunderstanding with America is avoided. This we take to be conclusive that the points at issue are in a fair way of being satisfactorily udjustefli for assuredly, if, us sortie ofthc trauslantic journals assert, all diplomatic intercourse between the two countries were soon likely to cease, the circumstance would have found a place in the speech. It is, too, a a little remarkable, that the leadingjournnl of 'l‘hursday, speculating on the probable contents of the speech, assumed that the American misunderstanding would be one of its primary features. Whether the reason assigned for- the omission by Lor Clarendon ineetstlie case we mustlenve our readers tojudge, A Scotch paper states that the fifth vo- lume ofMr. l\Iacaulny's “ History of Eng- land” is in the printer-’s hands. Hitherto cart- ridges liavc been made froiu paper, but by the new process they will be matin- facturotl from pulp, and be entirely scant- less. The labour required for their pro- duction will be infinitely less by the new systern. A new building for the manu- facturo of small arms is to be commenced lstatcttient in the document, the one which 3 forthwith, on a site near the east wharf, l and plants have been apprnvorl for a new foundry for large guns which is to be built near the new saw mills. On the Qlst the Pope gave his bene- diction to the lambs which were to be afterwards shorn, in order to furnish wool for the pallium, which Reine sends to each of the new bishops. There are now in the Southampton Docks eight large war transports waiting government orders, viz., the Orinoco, Great Western, Ripou, Candia, Argo, Queen of the south, Calcutta, and Hy- rlaspes. They will convey about 8000 troops. ' The Morning Herald announces that the important question of peerages for life will next week form the subject of a warm debate in the House of Lords, and it adds that, with the exception of the Lord Cliancellor, all the law lords are of opinion that the creation of life peer- ages is unconstitutional. The Post’s Paris correspondent says— “That in all probability Paris will be fixed upon for the Coiigrcss, as the Emperor would be so near at hand, and Lord Palmerston could attend perso- nally, thus creating coufidence in France and England.” France was never better prepared for war, or tnore determined not to suspend hostilities tmtil the object of the struggle are fully ensured, whilstthc utm0stac- cord continues between the cabinets of London and Paris.
