THE CITY LIGHTING.
The action of the City Council in cal-
ling for tenders for the City lighting and
then refusing to accept the Full Com pany's
tender afords su mcient evidence of their
determination that the Royal Electric
Company shall have the contract, or bein
i another way the benedeiaries of a deal.
“Tha diiference between the two tenders,
 one at $95 per lamp and the other at $&.50
pperlamp is $25.50 per lamp. For the H)
lamps required the dlEerence would be
$3,040 a. year. This sum the majority of
the Council would if they dared, we pre-
sume, take out of the City treasury and
transfer to the coffers of their favorite
Company.
Be it observed that there is and can be
nb honest or justifiable pretext for this
preference for the Royal Company. The
street lights furnished by the Royal for
years past have not been good; they have

night time large sections ot the City have
been left without light, and at all times
those who are abroad in the' streets have
become accustomed to expect the lights
which were burning to disappear before
one could walk the space of a block. The
System has been absolutely the worst of
which we have any knowledge. These
conditions compel us to believe that the
motive which would take thousands of
dollars out ot the City treasury to hand
over to the Royal Company is a dishonest
motive.
Rather than do an honest and straight-
forward act by accepting thelower tender,
the majority of the Council choose to eu-
terr-ain a proposal, not invited, and which
had no right at all to be considered in
deciding between the tenders-a. proposi-
tion te lease the Royal Company's plant
for a. term of five or ten years, for the sum
of $2,500 a year. The City would have
also to operate the plant and keep it in
repair. Capitalised at four per cent. the
rental would be equivalent to a purchase
at $82,500. And yet if the City owned the
plant in question and were to seek to dis-
poseof lt who is there thot believes it
would realise one third of that sum i The
question of depreciation need not be here
considered, for the cost of repairs and'
necessary renewals in an old and practi-
cally worn-out plant woul-l be more than
the depreciation of a new plant.
This alternate proposition of leasing the
Royal plant at the rental named is one
that cannot. for a moment be entertained
on honest business prkieiples at the pre-
sent juncture. We confess to astonish-
iueni; that any Councillor with a clean re-
putation should for a. moment entertain
it. Moreover the fact of the proposition
oeing submitted to the Council gives rise
at orise to a suspicion of collusion between
the agent of the Royal and his co-workers
at the Council Board. It looks like a pro-
vision mide in advance tc defeat; the
` lower tender ez-:pet ted to ‘nc put in by the

At present we hsde an expert lor Hall-
fax in our midst making an inspection ot
the plant which it is proposed to lease.
The expert is broiightlilther by the action
ofthe Council, no doubt in furtherance ot
the determination to get a pretext for re-

nothing of the chtiiiictor or ability of the
expert who has been imported for the
occasion, but we aro iiiformeil that some
_time ago Mr. Waddell and a. City Coun-
cillor well-known as a promoter of the
Royal interest in the Council had a meet-
ink with the “expert” in question lu Hali-
fax,and talked over electric light matters.
We do know that there is absolutely no
justification for bringing him here. In
these days there are experts and experts,
from some of whom at least precisely the
opinions and testimony thatare wanted
can be had. And we know in this in-
stance just what opinions and testimony
the expert!
The expert ha received written in-
tructions, we are told, from a Councillor
who has hitherto shown great zeal in be-
half of the Royal Electric Company. Bye
and bye we shall have his report, and in
due course another resolution willlbe sub-
mitted to the Council, perhaps preiaced
by the usual number of “whereaSeS." the
real object of which will be to cover up
the trsnsferof some thousands of the tax-
payers’ money to the Royal Electric with-
out much regard to the value received.
It our citizen tax-payers like that sort of
thingf-well, that must be the sort of thing
they like.
