His publica- tion of.; pamphlet on "The League of Nations" is therefore an event of international importance. With his central proposition, that such it league must rest upon moral ideas, accepted by every nation included in it, all who hope and pray that this war will be the end of war must be in full agreement. The only formid- able obstacle he sees is German mili- tarlsm, which, so long as it controls Gerirany, will oppose a league of na- tion . He contends that until the VISCOUNT GREY. German people renounce their belief in force and displace the military party and their policy and ideals from power, there can be no league _of nations in the sense intended by President Wilson. “A league such as he desires must include Germany, and should include no nation that is not thoroughly convinced of the ad- vantage and necessity of such a league, and is, therefore, not prepare ed to make the efforts, and, if need be, the sacrifices necessary to main- tain it." It must be the basis of such a league that if any nation rejects peaceful methods of settling a dis- putc and resorts to force the other nations must use their combined force against it. Viscount Grey adds Significantly: "The economic pressure would in itself be very powerful, and the hction of some of- the smaller states composing the league would, perhaps, not go beyond economic pressure, but those states that have power must he ready to use all the force, econo- mic, mllitary, or naval, that they possess." I The economic weapon would be a tremendous one in the hands of such a league to bring a recalcitrant mem- ber to its knees. It is being employed by the Allies to-day and is strangling the central powers. No single nation could long stand an economic boycott by the rest of the world. _ One purpose of Viscount Grey's pamphlet is to persuade the Allies to hold before the eyes of the German people the ideal ofa league of nations ln\which Germany shall be embraced. He gives President Wilson credit for setting forth this ideal. Will the statesmen of the other Entente na- tions respond? Viscount Grey thinks they will. But Germany must accept it in good faith, and her word cannot be taken so long as military rule continues. He acids: "The only conclusion is that the United States and the Allies cannot gave the world from mllitarisni im- ess Germany learns the lesson thor- oughly and completely, and they will not save the world, or even them- selves, by a complete victory over Germany until they, too, ha-ve learn- ed and can apply the lesson thattmili- tarlsm has become the deadly enemy of mankind."
