One important diifercncc in the two schemes is that each mem- ber of the free trade area would retain its individual tariffs against thr outside world. whereas com mon market members would es- tablish a standardized tariff against non-members. The government report also said Britain must be free to continue her preferential arrangements for imports of foodstuffs from Com- monwealth countries. Britain in the past has balked at joining a supra-national organi- zation. such as the free trade group she now proposes.
