The important announcement was 1 made in our despatches yesterdw that it is the intention to strcntheii the Judicial Comiuittec of the Privy Council by thc appointment thereto of one member each ' from the larger Colonial possessions, hidia,Canada,Australia and South Africa. 1 The immediate occasion for this change is tolreconcile the Australians tothe ieten preme Court of their proposed Common~` wealth, which appeal it was proposed in their draft constitution to abolish. .From the British standpoint it is desirable to have one central court of last resort. Australian opinion had concluded that 'it would be better and more convenient for their country' that be finally settled by Supreme lCourt. It is hoped that by appointing Colonials to the Imperial JudicialCom- fuller knowledge of colonial aifairs and so be made more acceptable to the Colonies as a tlnal court of appeal. The Judicial Committee of the Privy Council is composed of such members of the Privy Council as possess certain stip- ulated judicinl qualiiications. This makes it nominally a large body, but the member of the Judicial Committee usually attend- ing are the Lord Chancellor, the four Lords of Appeal in Ordinary, with Lord Hobhouse, Lord Ashbourne, Lord Shand. Lord James Hereford and Sir Richard Couch. Among the number usually at- tending the four Colonial Judges would `make a considerable addition and a. con- siderable chnnge in the complexion of the tribunal, but the Colonials would of course, always be in the minority. As we understand the proposition the Colonials would be appointed and paid by the Imperial Government, though no doubt the recommendation of the Colon- ial Governments as to the persons tobe iselected would be given due weight. 'The _.appointments to the Judicial Committee lfwould be for seven years, at the 'end of yvhich term they would be translated to the House of Lords, where they .would become Life Peers, and other Colonials iwould be appointed to the Judicial Coin- mittee in their stead.
