Sir John McDonald opposed the motion. The discussion was dis- continued at six o'clock. After reeess, Mr. McMullen moved th second reading of a bill to provide that no person should be appointed to civil servic who has not resided in Canada for five years Sir John McDonald said nothing had occurred to give cause for such a bill which would have a most unwholesome effect on the old country. After discussion for a second readiag, the bili was withdrawn. A couple of hours were spent in discussing an amendment to the Indian Advancement Act, propssed by Mr. Doyon. Mr. Foster this morning respecting trade relations between Canad» and Spain and the Spanish Colonies. It is understood he urged the Government to do all possible to extend trade, and gave the Finance Minister assurance that the Mad- rid Government are willing to enter into} an agreement favourable to Canada. The next term of the Supreme Court opens on May 6th. Judge Barrett to-day denied motions for a new trial in the Flack case, and imposed three sentences, viz : Sheriff Flack, a fine of $500 and two months’ imprisonment; on Joseph Meeks, a fine of $500 and two manths’ imprisonment, and on William L. Flack a fine of $500 and four months’ im- prisonment. The United States Tariff Bill. Wasuixeton, March 31. At a special meeting of the Ways and Means Committee to-day, Chairman Me- Kinley presented the Republican tariff bill. He will be allowed ten days in which to offer amendments.
