E555. EQUP. I-“E “Too Irrelevant"? I The Legionary, non-partisan organ of the ex- rvinrnnn; uniiy trbunned u: iltm service men of Canada, has this to say about the passing of Conscription for overseas service: “Ln any other democratic country the passing by the national legislature of such an act could only mean one thing: the immediate implementa- tion by the Government of Parliament's wishes. But not so in Canada. Here, in the words of our Prime Minister, it merely means. _“Not ne- cessarily conscription, but conscription if neces- sary." Moreover, should conscription, in the Government's opinion, become "necessary," it isn't sufficient that Parliament has already vot- cd overwhelmingly in favour of it and has thus, on behalf of the Canadian people, authorized the Government to go ahead with it. No, there must be more delay_ A “vote of confidence" must be recorded first, even if it means summoning the Members and Senators to Ottawa specially for that purpose. “While in the name of National Unity the Government of Canada indulges in these time- coiistuiiing political gymnastics the Hunuish Hordes are advancing towards the oilficlds of Caucasus and hammering on the gates of Egypt. Considering that the capture of either, or both, may jeopardize the whole outcome of the war, is it too irrelevant to ask a procrastinating Gov- eriimeiit, "WHEN, in the name of God and our Freedom, will you regard compulsory against the enemy as NECESSARY ?" ri-esiut-nt. (Winnipeg Iyree Press) To anyone who had closely fol- lowed the affairs and fortuncs of the CBC since the war began it was obvious that something was wrong with that important institution, but the report of the radio committee of the House of Commons published at. the end of last week must have come as a rudeshock to the gen- eral public. What it revealed was that this vital organ in Canada's life had been drifting in a leader- less state literally for years. Its management had gone to pieces. The general manager, upon whose competence and integrity the whole organization depended had been, over a period of years, found want- ing in one respect after another. The committee's report. points out that this became apparent to the board of governors, but the board, instead of dealing with the situa- tion as boldly and ruthlessly us a bad situation demanded, preferred to shear him gradually of authority and deposit it in a series of make- shift arrangements none of which appeared to work very well. The result, naturally and inevitably, was chaos, and it is this chaos that an energetic and competent committee of the House of Commons has ding- nosed and dissected and for which it now offers remedies. Many of those remedies were available to the board of governors of the CBC a long time ago, for the report prepared by the late Mr. Alan Flaunt laid the finger of truth upon the dis rises which even three years ago were afflicting the cor- poration. Mr. Flaunt, the ablest governor the CBC ever had, is dead, but: his report has been grudgingly implemented and the i942 radio committee's activities, honestly con- ducted in a non-partisan spirit, have provided the final {unification of his ‘ ‘g-ment, and wil remain a. tribute to the memory of that: great Canadian. i U I O I The main recommendation of the eontmittee fa that Mr. Glads‘ Murray ahould be replaced as man- ager. ‘rhiii ia assent al if the CBC is to reach the place in Canadian life that it is entitled to. Mr. Mui'- ray. from whom so much was er.- ted when he returned to Canada n i986, has been an increasing dir- appoititment. He does not today ful- fil the duties of a general manager as these were originally outlined, __ and as long as he holds his p.ese.it 130st. he ls the chief stumbling block to the reorganization of the corpora- tion. Once he is out of the way- iet us hope quickly-the board of governor; and the Government can l turn their attention to the whole problem of internal reorganization and to the remoulding of the actlvt- -- ties of the CBC along the hoped for by its founders. The public will doubtless wonder how a has allowed matters to get so bad in ilie CBC can now itself set about cleaning house, and to this point the attention of the Government can be suitably directed Mr Murray It ia true. has been a failure. But that failure, as its successive actions show. was known to the board of govemorr which, however, shred away from the unpleasant task of llnea in: the Government that the general mnager was not up to his job. Can a board so ccrnpoced undertake adequately the pressing _. business of reorganization? But the blame don not end there. A of governors which - Whatebout the GovernmenPiEEf which has failed to fill appoint-- ments to the board of governors for many months, leaving it. weak- er than it ought to have been? It. is a Government moreover which. since 1939, has failed to appoint. ll House of Commons committee w review the work of the CBC though ample evidence was befoze the re- sponsible ministers that such a study was sorely needed. It many be that with the evid- ence of their past weakness thul exposed, both the board of govern- ors and the Government will mend their ways but a. strengthening oi direction in those two bodies Fa essential if the story of the CBC Ls not to go from bad to worse.
