Argue Demands Expansion Fund OTTAWA (CP)—A $2,000,000,000 capital expansion fund, admin- istered by a new federal depart- ment of planning and develop- ment, was proposed Monday by Hazen Argue, CCF House Leader. He put forward the ear-catch- ing ideas during -the Commons budget debate as he criticized Fi- nance Minister Fleming for e fence-sitting, in - between, stand- pat budget.” “Now is the time to embark on a great program of develop- ment,”” Mr. Argue said. He said fresh capital funds should be put into a new na- tional highway system, educa- tional and hospital facilities and into providing competition for pri- vate enterprise through publicly- owned corporations in the bank- ing, chemical, fertilizer and ind ies. SECURITY As for social security, Mr. Argue called for a basic old age pension of at least $75 a month plus a system of contributory re- tirement pensions. Establishment. of a new plan- ning and development - ment needn't mean expansion of the cabinet, he said. State Secre- tary Courtemanche and Solicitor- - |General Balcer both were ‘‘under- employed” and there was room for amalgamation there. Paul Martin (L — Essex East) also entered the sixth day of the budget debate, to attack Mr. Fleming as the first finance min- 2:00—Atlantie School Broad- cast ° 2:15—The Happy Gang 2:45—Woman In My House. guage og News and TC Mat- ee 4:00—Music by McCullin 4:30 Art Morrow Show 5:01—Maritime Fish B’cast. 5:30—Tempo. ’ 6:00—News and Weather 6:15—Regional Commentary, Mar. Ta ister to have presented three peacetime deficits in a row, in- cluding one that was the biggest peacetime in Canada’s history. MISREPRESENTATION Mr. Martin said Mr. Fleming misrepresented the deficit in the 1958-59 fiscal year ended March 31 by reporting it as $617,000,000 when it actually was $835,000,- 000. By ‘“‘manipulation’’ of his figures to liquidate a $218,000,000 defence equipment account he|- had reported the lower figure. By the end of the current fiscal year next April 1, Mr. Fleming would have piled up a total of $1,300,000,000 in deficits on three successive budgets. Attendance of about 60 mem- bers during the afternoon sitting was slightly better than that ear- lier in the budget debate which ends Wednesday. At some times last week attendance shrank to as few as 25 members. Mr. Martin said the brief refer- ence in the budget to unemploy- ernment is not giving proper con-[~ sideration to measures to allevi- ate it during next fall and winter. There was every indication it would be as serious as the 538,- 000 recorded at mid-January. Augustin Brassard (L — La- pointe) said residents of Quebec would welcome provincial partici- pation in vari federal assist- ance programs now rejected by Premier Duplessis ;as endanger- ing provincial rights. Such parti- cipation would give Quebecers a chance to recover some of the money they pay in federal taxes but are currently losing. Steel Output To Increase HAMILTON (CP) — The Steel Company of Canada Monday an- nounced plans to increase capa- city of its Hamilton works by al- most 25 per cent in the next two yars. H. G. Hilton, chairman and chief executive officer, told the company’s annual meeting a new 300-ton open hearth furnace, to- gether with improvements and additions to rolling and process- ing\ equipment would raise the company’s annual ingot capacity from its present 2,350,000 tons to 2,900,000 tons.
