A by-election for the House of Com- mons which is ot considerable inter- est is to be polled on Thursday ol this week in the united counties ol Drummond and Artbabaska, Quebec. This constituency is situated south of the St. Lawrence River and also south ol the first tier of counties a- long the river. its northern portion is approximately midway between ,Quebec and Montreal and is intersect- ed by the Intercolonial Railway. The population is about 45,000 of whum over 41,000 are French. Drummond and Arthabaskia has a straight Lioeral record for the past twenty-three years, and during that period has returned Liberal members to the House of Commons either by acclamation or by large majorities ranging from 834 in 1908 to 2,476 in 1904. It is in Arthnbaska that Sir Wilfrid Laurier has his summer home. There he practised law in early life and from the same constituency he was first elected to the Quebec Legis- lature in 1871 and to the House of Commons in l874.` On returning for rc-election after accepting otlice in :the Mackenzie Government he was de- feated by a few votes in 1877 and Was shortly afterwards returned for Que- bec East which seat he has since held. I'nder ordinary conditions it would be little. less than lolly for a Conser- iuoud und Arthabnska. At this distance an-d judging lrom the published reports there seems lit- tle doubt Of the returnfof the G'ov_ern- ment candidate by agood majority. ,but should it by any chance turn out otherwise and the Nationalist can- didate be returned, the iuin- or defeat sustained 'oy the Government would be no victory for Mr. Borden. The French Canadian people are sometimes moved by senti- ment mpre largely than are their English compatriots and the only doubt as to the result of the election‘ arises from this cause and the in- tiammatory appeals made by Mr. Bourassa and his coadjutors. 4 tells that the Franch-Canadian habit- ants are listening carefully to the opposing speakers, enjoying the flow, of oratory and applanding the orators on both sides ,quite impartially, while a large part of the voting population refuse to take any part in the cam- paign onto attend the meetings, or even to say ho\v they intend to vote. The Liberal workers are said to count confidently on a large majority, while the Conservatives, building upon the reticencc of the electors,»predict that the polling may give the Government a surprise.
