PARIS, August 30.-The question has been raised in official circles what the French Government should do in the way of reprisals for enforced sub- scriptions to German war loans from properties of French citizens which have been sequestered in Germany. One example cited is the case of M. Haefiie, proprietor of spinning mills at Gebweiler, in Alsace. M. Hneffie is fi French citizen. He departed with the French army upon its retirement in August of last year. The official German receiver of his property is said to have subscribed 100,000 marks ($25,000) to the first German loan. -placing it against the personal property of M. I-Iiiefile and an additional 500,000 marks against the spinning mills. When the second war loan was raised the receiver is said to have subscribed 300,000 marks more. placing it in an obligation upon the mills, notwithstanding the fuct that two-thirds of the shares of the company owning the mills are held in France. The French Government has se- qiiestered German properties in France of values probably exceeding 100,000,000. francs ($20,000,000). Hi- therto these properties have been pro- tected carcfully, but it is new being considered whether a part should not be taken as penalty for the confisca- tion of French property in Germany by means of forced loans.
