DAKOTA BARBER'S JOKE
LANDS HIM IN JAIL.
SIOUX FALLS, S. D., Feb. 11-
As the rcsult of a. practical joke it
barber living at Arte.~ian.has been
arrested on the charge of disorderly
"onduct because he partially shaved
the head of a resideot of the town,
the complaining witness against the
barber being the wife of the individu-
al thus decorated. The individual
was Frank Ott. whose eyebrows also
were shaved oil. When he left the
barber shop he was a sorry sight.
l-le reached home in due time and his
wife was greatly shocked at the
change in his appearance. She also
‘was very angry that her husband
should be made to look such a fright,
and lost no time in swearing out the
warrant for thc arrest of the barber.
HE HAD COMPANY.
PITTSBURG, Pa., Feb. ll-Twelve
dogs, four cats and one man cannot
comfortably and decently live in one
room, decreed Magistrate Henry
Sprig, when Harry Pelsokofl explain-
ed that the reason he had thrown
Alexander Miller out of his rooming
house in Lower Allegheny was be-
cause the roomer had gathered up
sixteen stray dogs and cats and was
keeping thcm in his room.
"I rlidn‘t mind it so much when
Miller was there," Said Pclsokoff,
“but he has been staying out late
recently, and with no one to kecp
it up in free-for-all fights all through
the night." The magistrate fined

SICKNESS IN OTTAWA.
OTTAWA, Feb. 15-The typhoid
epidemic total today is 56-1 cases, an
increase of 20 since yesterday, and

There are also fears of a smallpox
outbreak of serious proportions, and
the Health Department is advisinga
general vaccination.

ing the proposed reciprocity agree-
ment with (Yamada, a message from
Ifrcsidcnt Taft was read over the
long distance telephone by his secre-
tary, Charles D. Norton, to the mein-
bcrs of the Massachusetts Real Es-
tate Exchange, 'assembled at their
annual banquet at the Hotel Somer-
set in this city tonight.
Interesting addresses were delivered
by four New England govemors-Eu-
gene N. Foss, of Massachusetts;
Aram J. Pothier, of Rhode Island;
Robert P. Bass, of New Hampshire,
and John A‘. Mend, of Vermont, on
"Reciprocity with Canada," and
"The Welfare of New England." The
message from thc President, which
was received with much applause was
as follows :
"I regret that I cannot he present
at your dinner and meet the New
England governors. I note that the
subject for discussion is ‘New Eng-
1and’s Welfare.' I believe that the
welfare of New England is the same
as the welfare of the nation, and that
both require the approval of Capa-
dian reciprocity. Best wishes for Qu:
success of your banquet."
"We shall have reciprocity," said
Governor Foss. "We may not 'get it
this winter, but it is coming. _Tho
people are demanding it. We may
have to reconstruct. thc United Sta-
tes Senate to get it; but the people
are already' at work on that ijob, and
with the direct election of senators
by the people, the people at last will

AUSTRALIA’S ARMY.
MELBOURNE, Feb 10-The defence
of the commonwealth is now receiv-
ing serious attention, one hundred
thousand of her young men are at the
present time being trained in the use
of arms.
The commisnriat department is bu-
sy with uniforms and equipment for
the youths who will be training by
next. July. ’
The war establishment is to be in-
creased by fifty thousand men and
profiting by the advice which Lord
Kitchener gave as a. result of his rc-
cent visit of inspection, everything is
being done with a view to promote
thc principle of 'Imperial standardiz-
,ation so that the units of one part
of the empire will be available to the
best advantage- if called upon to act
in some other field that that in which
they have been born' and trained for
service.
ABOLISH PAY AS

TORONTO, Feb ll.--After having
gone through riot and faced contin-
ued crltlcism against its “pay as you
enter cars" the Toronto Street Rail-
way company has surrendered and
‘consented to give up _its attempt to
enforce the "pay se you enter" plan
during the rest of the winter
The cars in use were a number of
old cars, reinodelled to "pay as you
enter" cars which did not have many
of the features of the cars adopted in
the larger cities in the United States.
No provision was made to permit
smoking on the cars. This inconven_
fence, combined with some aversion
to the "pay as you enter” principle,
caused a popular outcry against tho
cars.

January 23rd. It was called by the
Department of Agriculture for the

meeting a representative body of the
sheep raisers of King's County were
in attendance and much interest was
manifested in the procedings. Infor-
mation was furnished re sheep rais-
lug by a number of prominent breed-
ers, and it was fully demonstrated-
that the industry could be matic pro
