Chambers caused a warm debate by proposing that ministers who have been forty years in effective service should have permission to goon the superannuation list by sizaply electing to do so. Some hot speeches for and against the proposal were made, the conference decid~ ing against the proposal, and enacting that such ministers must pass a inedical exam~ ination before being granted superannus ation. Ministers,leaving the ministry will here~ after get a commutation of fifty per cent é4 instead of a return of their payment to the superanauation fund in full. The con- ference held that they had an insurance benefit while in the fund. President Faure Said to be Acting the Part of Dictator. Paris, Sept. 15.—France is on the brink of the gravest crisis since the birth of the third repnblic. The situation is briefly this: Premier Brisson and all the members of the cabinet with the exception of Curlingin, minister of war, and possibly Lockroy, are conviaced of the absolute ne~ cessity of revision in the Dreyfus case in the interest alike of justice and of the state, Brugere has signified his willing~ ness to take the portfolio of war and accept vision will bedecreed. President Faure bas caused it lo be rumored that he will resign if it is granted. No one believes that he will resign, brt every one sees that the threat to do so is a desperate expedient to get rid at one blow of Brison’s cabinet and it is fondly heped,of revisionalso. But Faure’s unconstitutional action im directly interfer~ ing with respoasibility in the cabinet af~ fords an example of the lawlessness in high places which is tbe first step toward revi-~ siov. He is accused of dictatorship, and if he succeeds in destroying the Brisson cab-~ inet it will be the act of adictator. The Dreyfue agitation can now be suppressed only by the exercise of arbitrary power. Pre- aident Faure has made himeelf the champ'- on of the army and its tainted chiefs, who will do anything to avoid the exposure that revisioa would entail, and they are ready to place that arbitrary power at his haods. Amilitary coup d’etat is there- fore freely conjectured as the probable out- come of the crisis should President Faure’s effort to bulldoze the Brisson cabinet fail. Paris, Sept 15. — The Matin today says that while the cabinet ie divided as to the authenticity of certain documents in the Dreyfus case, all the ministers admit they were not communicated to the defen - se. Hence, *the paper adde, a revision of the tria} will bring up the question of the responsibility of Gen. Mercier, who was minister for war at the time Dreyfus was convicted.
