Steel Natio Seems Near In Britain Ry LAWRENCE MALKIN LONDON (AP) Britain's steet- industry is-making—a—con- . version to competition in prices, but the change may come too late to avert public ownership. Nationalization by the Labor government appears just around the corner. Competition has been virtu- ally unknown in ‘Britain's steel industry for 30 years. During the depression, the Conserva- ttve government reorganized the industry into a huge cartel dominated by the official Iron and Steel Board. Its goal was to guarantee ‘price stability in exchange for modernization by the steelmakers. : But the- world’s oldest sfeel . industry-did not merge its small units into larger and more ef- ficient groups~ until after the ; Second World — War. By _that _______time,_a_Labor goverhment com- mitted to a state takeover of the | industry—was —tnoffice._It_na- tionalized steel in 1950,. but a new Conservative government pe ae romptly denationalized the industry. It set up the present Iron and | Steel Board, which fixes prices. The—steel-companies_waanted | to raise prices earlier this year - but were dissuaded by the La- bor government, fighting to save its program of voluntary wage and ‘price restraint. They finally raised them by four per cent April 1, making the an- nouncement just before the March 31 national election. WOULDN’T. GO ALONG But one steel company, John Summers, refused to go—along. Summers sells about one-third of the flat rolled steel in the country and is a major supplier for cars, refrigerators and the building industry. Richard Thomas and Baldwins, the only steel company still left in state ownership, also refused the | maximum boost allowed. Oth- | + ers ate: expected to follow un-. ‘Jess they. are willing to lose | business to Summers and RTB. | Summers dumped the steel | hoard’s uniform —-_ price policy | and adopted a flexible pricing | avstem based on the distance ef delivery from the mill. ‘Summers was able to ifitro- duce. its new. policy and defy the British government's steel ae d—_hbecause_of a 1964 court | pee sion overruling an agree- | ment on heavy steel. i But Summers has given no explanation for its move.
