We have not a doubt that if the Island`s claim for non-fulfilment of the terms in regard to winter service had been referred to any competent tribunal the Island would have‘recovered damages to the full amount of what has now been conceded. Her claim to regular steam service winter and summer was as good swick and Nova Scotia to the construc- tion of the In tercolonial or that of British Columbia to the construction of the Pacific Railway. The compacts in the case of New Brunswick and Nova Scotia, and in the case of British Columbia were carried out at a cost of many tens of mil- lions of dollars. In the case of P. E;Island no honest and reasonable e&`ort was at all made to carry out the solemn agreement for dfteen years after theagreement was made. It was not till the Stanley was put on in 1888 that the agreement was even partially fulfilled. And even then the service was still so inadequate that for long periods in the winter there was communication but one way each day, with long periods each winter-a week to two weeks at a time- when steam naviga- tion ceased andneithei passengers mails nor freight were transported is the Government boat. Since the Minto has been on, thanks to Sir Louis Davies,things have been much better, but the service _still comes far short of what the Island p_~.ople were led to expect and had a right U0 expect. It has for years imposed aflue of $15 a lyear upon Canadian commercial trave iers from other Prouinces who who go there there to do business, and this tax it proposes to I increase to $50 a year. We do not pose as an advocate or de- fenderof the tax on commercial travellers. But we beg to ask on what authorty the Witness states that the Island proposes to increase the tax to $50 it year? We know of no authority whatever for such a or what would lt if increased to $30 have to do with our right to insist upon the union! For years they reaped arich harvest. Then travellers came here in hundreds -and transacted a vast volume of business, often in competition with local men who paid heavy taxes and lived in our midst. And all the while the feeling of our people was that we were refused a fair 'consideration of our just claims against the Dominion. We feel satisfied that if the Witness will study the whole case in the light of the facts and the statements mane oy our representatives in Parliament it will at least modify if not withdraw its unjust strictures onthe Is1and’s claim, which is now happily settled.
