Pierre Casgrain, chief Liberal whip and member for Charlevoix-Sag- uenay, was in Ottawa today. Mr. Casgraln said he was here on private business. The Commons Speaker technic- ally is the choice of the House so that the appointment will not be made until the day Parliament opens. Nomination of the presiding officer will be moved by Prime Minister King. Selection of Mr. Casgrain would follow the practice of alternating between a French and English speaker‘ in successive Parliaments. Hon. George Black, succeeded by Hon. J. L.
