Price is only 5¢ for large twin bar, which appertains particularly to the House of Com mons. [n 1884, the House of Lords refueed to pass the Franchise Bill brought | in by Mr. Gladstone simply because they were not advised regarding the Redistribu- tion Bill thathad been announced for in~ troduction at the following session. the statesmen of Great Britain acted like sensible men upon that occasion. leaders of the two parties, Salisbury and Gladstone, came to an agreement upon the principle of the Redistribution Biil; and ber. We hope that the political leaders of Canada will act ina similarly reasonable manner, We hope that a fair and reason-~ able method of redistr bution, within the clear meaaing and spirit of the constitu- tion of Canada, will be arrived at; and that both parties will uniteto passa bill in that regard and to carry it out. Eaters taining this hope we exceedingly regret thatsome of the newspapers are already Striving to stir up strife over the Senate’s action concerning the evidently and ad- mittedly and grossly unfair and untimely Redistribution Bill of the present Govern - ment. The Guardian, for instance, ex- hibits ite independence as between the two parties by prating about“ a gross act of partisanship” and threatening an appeal to “the popular’ voice,” What “the popular voice” wants is a fair aud equal chance to express itselt as between the two parties ;and that is what the Senate is etriving to obtain for it, But the Guardian asks: “Does anybody suppose, if a Conserva~ tive Government were now in power and had proposed anu passed through the Com. mons the present Redistribution Bill, that the Conservative majority in the Senate would have rejected it.” Tt is possible that the Senale might have passed “the present Redistribution bill” if it were brought in by a Conservative Gov- ernment. But, would they have done right? That isthe question. The Guar- dian says thatthe Senate paesed equally objectionable bills in 1882 and 1892. If so—we do not admit that it was so—the Senate acted wrongly and unfairly and cheated “‘the popular voice” of the fair ex- pression of its opinion at the polls. Is thata precedent to be followed? We say, No. It isto be noted that the Constitution of Canada, by which all are bound, provides Ailast A Bed That Will Not Sage ee —w the Franchise Bill, thrown out by the Lords , in May, was passed by the Lords in Septem- | Third,—The readjustment is to be made ‘on the completion of each decennial cen- sus,’—and, by implication, rot at any | other time. The Redistribution Bill of this year was brought in at another time. | But Its paseage at this time would cooscquent~ ; ly have been contrary to the spirit of the The | | Coetitution; and upon that ground the Senate had, constitutionally, no recourse except its defeat. In these circumstances how can any reasonable mao, who regards his country as of greater consequence than his party, joia the Guardian and other Liberal fireseateras in denounc~ the people of Canedato destroy tbe Senate’® independence ? Nodoubt the people of Canada are to govern Canada. But rea- eon, the constitution and the Senate have combined to provide that they shell have a chance to do so for their own good, un= trammelled by the shackels of a gerry- mander bill, whether of this party or of that party. The Senate’s action afforde an Opportunity for the two parties to come to a fair understanding concerning the redistributions cf the fature, and to formu. late abill, to be introduced after tbe decen nial census of 1891, by which the decennial redistributions of the future shall be made accordiog to a just and impartial prin. ciple of action . Oe a ee NOTES AND COMMENTS ing the Senate and calling upon ~ mt tate —In 1894 there were 1,179 persons in the penitentiaries of Caaada, and in 1898 1,415. This is a considerable increase. W hat’s the matter ? —The people of Canada will owe adebtof gratitude to the Senae, if only their defeat of the Redistribution bill will re ult in the passing of a just measure giving & fair dis- tribution of righte according to population, at the completion of the decennial census in 1902. —The St. John Telegraph deplores **the glowing disposition to abuse members of the government.” “It makes all the difter- ence in the world whose ox is gored,” Sir Wilfrid Laurier has not yet had a tithe of theabuse heaped upon Sir John Macdonald, Sir Charles Supper, Sir John Thompson and other Conservative Ministers whose great ability and eminent services to the country are now admitted by all. — Uniced States troops landed at Cavite in the Philippines just a year ago on the 30:h of June. The forceivow amounts to about 18,000 men, and the losseg up to Ist July were 283 killed in action and 406 deaths from other causes, while 1,591 were wounded. Not a very bad state of affairs.
