These omissions have been corrected and are now shown 15 meh- proper light but will add considerably to our Bonded Debt statement this year, which shows a net balance of e1,$72,808.9l after de- ducting $210,201$D which is the to- iai amount of all Sinking Funds to date. The Council are authorized under section 124, cap. lv, laoa or Acts of moot-poration of fthe City of Char- lottetown, to issue debentures to the amount of five times the assessment actually collected preceding the issue of debentures, and have power under Section 125 of said Act to issue new debentures for repayment of ds- bentures falling due. They can also issue debentures by Special Legisla- tion but this does not effect the amount authorized by Act of Incor- poration previously stated. Owing to a leading editorial which appeared in the Charlottetown Guardian at the end of March, 1930. calling the citizens' attention to the state of the Civic finances and also letters which subsequently appeared in the Patriot newspaper on the same subject, your Committee with the assistance of an expert account- ant, have made a close examination of the City's financial affairs during the year.
