HOLMAN ‘S REPORT Mayor Holman gave the Council a comprehensive report of the re- cent conference of Mayors and Mu- nlcipallties at Ottawa, which he at- tended along with the City Clerk, Mi‘. Fullerton. "After the Conference,” said Mayor Holman "1 remained in Ot- tawa and interviewed our represen- tatives Hon. Dr. Cyrus MacMiilan and l-toniColonel . L. Ralston in regard to matters that have been nending, and others of importance requiring immediate attention. “At this time I wish to convey my thanks to Hon. Col. Ralston and Hon. Dr. MacMtlian for the time given me, and for the prompt manner in which they have taken up the matter of having our ac- counting system of the Canadian National Railways at Charlottetown Kept here: and while the have the promise that it will not disturb- ed for the present, they have also assured me that they will do every- thing in their porter to have these offices remain here. as we are a Proviitce of the Dominion of Can- Bdfl. and are entitled to certain Provincial rights. "IPoiiowlng this matter, I then presented the case of the railway shops not being utilized as they should be. Whereas in 1910 there were over one hundred men being employed in these shops, today there are only about thirty. The plant is there. The machinery is here there and in good order. And stock should not receive repaiis there. at least minor repairs. “We know that in many oases we. eminea. etc have been taken m Moncton for minor repairs, which could have been done between shifts in our shop: here. and by local met-i. These were taken to Moncton. at Breat expense and with long delays, a; everyone knows. The Monclon shops are working to capacity. Any ordinary laymen can see at ifilance that our shops could be ut zed to capacity. to the benefit of our City and at a saving to the citizens of Canada. ‘ Pdsnt Depleted : "We ha heard a lot about sen- tralization ut our local -Railway shops have been depfeted of men. Th; plant is still here. The mach- f~e~-- is still here-and while there g; a scarcity of plants in war time. "I asked our representatives, Hon. Cobnel Balaton and Hon. Dr. Ma»:- Mlllan to use their influence, w ich they have promised to do, to ave these shops and machinery ut Wknl and men employed, to take c e of the minor repairs on the Canadian National Railways in Prince Edward Ishind. "As an example of sending cars for minor repairs to Moneton hers is one case called to my attention: Uphoisterln requii-in slight re- nnin at. ll . or U20. done locally __ll__ (and it coul be) was sen Menc- ton and the cost charges for work were $110. I presume the cost of transportation was included in this figure. "I would like all our citizens f0 put their shoulders to the wheel and demand that our local mops used to capacity. We have been al- together too easy in the put in permitting our rights as a Province, to be taken away from us. Om enlistments, our investments in Wat Loans and War drives, show oiu patriotism; therefore we who are at home should fight to the limit to build industries locally so that a when our boys return, they will have honest industry.‘ Mayor Holman said he was glad to report that Bruce Stewart Company are employing more hands, and hope to employ still more, he attributed this to the indefatigable efforts of Colonel McKay. Proposed Dry Dock "While in Ottawa," the Mayor ad- ded, "I brought to the attention of Hon. Col. Ralswn the importance of a dry dock at Southport. During the past week Col. McKay informs me that an official came here last week and went over the situation thoroughly. He went away greasy impressed with the harbour. which I may say is practically land-lucked and which he stated should be used. He was pleased with the inspection and we hope there will be some permanent results. “What we all must do is press for a dock for underwater ship repairs, and we should also press for a ship- building plant as well. Colonel Mc- Kay informs me that they have em- ployed a highly trained, skilled en- gineer as their plant foreman. an they have every reason to believe they are in a position to undertake any ship worl. that comes along. but onlv above water repairs, until we get a dock for under water re- pairs. "Colonel McKay could not vrait for Colonel Ralstons return from Winnipeg to accompany me. I plac- ed the facts before Col. Ralston and Dr. MacMlllan and they assur- ed me that this most important matter will receive their serious at- tention. “I am sorry Mr. J. L. Douglas, M. P. was not in Ottawa. He was home on account of illness. But I do know he will lend his support to these different projects. "I might mention that I again discussed the matter of completing repairs to the waterfront and the Railway Wharf, where material now lying, and have every hope that it will be attended to. “In conversation saith the Hon. Dr. Cyrus MacMiilan at Ottawa, he stated that he was peased to inform me that they have placed in the .. . _. estimates a sufficient amount to complete the railroad wharf at Charlottetown. This is in- deed encouraging news, and we trust that the Treasury Board will approve it. . "Before closing my report. I vrant to extend my thanks to our City Clerk, Mr. Fullerton. It was im- portant for him to attend this Con- lerence when he had the opportun- ity, and did meet many of the City Cleric; and other Civic officials from lendipfl Cities in Canada, as every City in Canada was repre- sented at this Conference. Mr. Ful- lerton was ofrgreat assistance to your Mayor, and also was a great addition to the Conference." Resolutions The doliowlng resolutions were a- 0 .
