Provincial Legis lature HOUSE OF “ASSEM BLY. — Budget, Debate. May 3. Hon. Mr. Yeo thought that while the speech of the honorable the Leader of the Government might perhaps satisfy the House, he was doubtful if it would be satis. factory to the country. In the course ol his remarks the hon. leader had told the House how ditiicult it was te prepare esti- The imates which would be strictly correct. He 2 | | la very bad ayreed with him inthis. But there were several amounts in the estimates for the present year which were much below the sums necessary, The estimate for roads and bridges, for instance, was less than jlast year ; but he thought more was neces- isary now, as the roads ‘and, brid, ges. were in condition. It was _ all 'very well for the Government to talk ecuno- idirection of | I my; but when their economy took the starving the public works pand the poor school teachers, the thought it was not economy at all. He looked upon the $20,000 prom- jised by the Dominion Gov ernment as a beon to the Province provided none of our rights were bartered away. With reference to the $500,000 matter he (Mr. Yeo) said re ee teaniieeae on the non that although the minute of Council was m et uv auus a re he . é ; ;net signed until March last, the leader of the Guverument and his supporters had said throughout the country during the election last Fe bruary that the amount was then given tu the Province. There was at that time no authority for such a statement. The Jeader of the Government had stated that hun. members on this side of the , House were much elated when they heard the Government did not get The hon. leader was mi - xen. There was no hon. member on this side of the House unpatriotic enough for ithe 2500, 000. that. He (Me. Yeu) was satishied to know now that there was a _ reasonable probability of the money be- ing paid. He thought, however, that the correspondence on the subject, ii there was any correspondence, should be laid on the table for the iniermation of members of the House. In his speech to- tight the hon. leader took great credit for el a = ~ - — ———— SincLte Corres Two CEnts. VOL. 19.-—-NO. 288. This should, he thought, be explained. The estimates for roads and bridges are also short of last year’s esti- mate, notwithstanding the fact that greater repairs and improvements are necessary. Aiter eulogizing the Legisiative Council for us watchfulness in looking after the rights of the people, by throwing out the Subway bill and the amendment to the Education Act, he proceeded to discuss the course which should be pursued in view of the large Provincial debt, claiming that the salaries of the heads of departments and of members of the House should be cut down. He said the Opposition would faver such a proceeding. He was also of opinion that something should be done about keeping the wharves in repair until such time as the Dominion Government should take them over. After some further remarks concerning what he considered the reckless statements of the Government he resumed his seat, Hicuse then went into committee of sup- ply, Mr. Juhu McLean in the chair. The estimates were Giscussed by Messrs. Sullivan, Fergueon, Yeo, land, Bell, Shaw and others. House adjourned. LETTERS TO THE EDITOR. Gur Game Laws. that of last year. Hon. Suther- Srrk,—It is a notorious fact that our game laws are the most lame and arbitrary that a legislature could conceive. We have only a very few Island birds, and they should be protected. We have been bungling about the matter long enough. Some time ago Mr. Bain, North River, delivered a lec- ture brimful of interesting facts in regard to our Island birds. It is to be hoped that sufficient imterest has been awakened amvcng our public men to induce them to take action in this matter. It is well known that every fall ‘* pot hunters ” thike deadly havec among .the few remainine flocks of pariridges; and it is desirable that this interesting and tooth- some bird should have better protection. We know one or two private gentlemen who have shown some interest in this mat- ter, and beyond their expectations have ,B8ucceeded im raising chickens cf great beauty and plumpness. ‘Those on the Island now ate evidently a cross of the mor-fowl ; and possibly we could have them farther crossed by the Langshans or d % » 2 va ote rr size so managing the affairs of the country thatT rPly eerouth tock fowl, breeds noted for size taxaticn was unnecessary. In 1579 the hon. member made a statement in Ludlow Hall that he would not remain the leader of a government which would keep on the} Assessment Act. We all know how he! kept his word by keeping on the Act sev- eral years. The hon. leader refers also to the subject of elections. Perhaps the least said on that subject. the be*ter for the mem- bers on the Government side of the House He thought that although the Opposition were in the minority in the House they re- presented a majority of votes. The hon. ; leader takes great credit for our fin: sncial | position, and claims that the Province is almost a million dollars better off now than it was in 1879. He (Mr. Yev); thought there would be some _ difti- culty in proving this statement. With reference to the sum paid Mr. Davies for his services as counsel for the tenants under the Land Purchase Act, he thought that matter had been thoroughly discussed here before; and he had never heard it stated that Mr. Davies had been paid too much for his work.. He (Mr. Yeo) did not know how much the delegation to London would cost, but he, however, had seen it stated inthe blue books that $1,599 had been paid on account. The estimates for roads and bridges and education, were not honest, imasmuch as they were less than those of last year, and nut sufficient for the purposes for which they were voted. He had noticed also that there was nothing in the estimates fora Jubilee celebration, but he thought, perhaps, the leader of the Government intended bringing down sup- plementary estimates. The Government took great credit for keeping the financial position of the Province in such good con- dition. But what are the facts / After being nine years in power and getting windfalls froin Ottawa and keeping on the Assess- ment Act we find the Province nearly $200,000 in debt. This state of affairs, so far as he could see, did not show Management er economy. He could novi yive credit to the Government for economy, and thought they were not entitled to sup- port because they had deceived the people. Mr. Farquearson considered the budget speech weak, but it was perhaps as strong asit could be made. Much had been covered up; it was not a true and honest statement of the affairs of the Province. When the present Government came into power they were handed $49,000 by thethea Provincial Treasurer. They proinised make ends meet without resorting to direct button.” taxation. How did they keep this pro- mise? By continuing the Assessment Act {fdr three years aud collecting about $80,- 000 from the people. The Government Wrh the country to understand "Rat they are entitled to great credit for obtaining the piers money, but he (Mr. F.) thought they made a great mistake when they took this money from the Dominion Gorernment. They neglected the wharves and spent the money on roads and bridges. The Leader of the Government said last sessior. there would probably be a sinail surplus at the end of the year. The Opposition said there would not be a surplus. Instead of the small surplus predicted we find a debt of ab ut $193,000. The Leader of the Government says the Pat iot's statements with refurence to the $500,000 matter were false. He (Mr. F.) said they were true. We hive proof that the people were told! the money had beea given when such was not the ease.
