An instance of this is found in the adjoining Pro- vinue of New Brunswick at the pre- sent time. Before the election we .were told in the press ofa temper- lance and prohibition wave sweeping ‘over the l’rovince. The majority o .the people by their votes in succes- sive pieinst-lies una scott Act Bien itions had long declared themselves ii ifnvor of prohibition. The Scott Aci iwns being enforced as seldom if evei Ibefore in Moncton, Fredericton ant ;other cities. lt was hoped to elecl fu House that would enact prohibitior but today in the heat of the contest .party spirit dominates everythint- fund tcmpernncc or prohibition are lscarccly mentioned in the campaign. ltis the some to ii large extent with the nioveincnt to secure pure elections. The aroused party spirit, iivith the distrust that it creates Hind fosters between public men, ii gtlie one great obstacle in the way ol letlecting agreements between the op posing candidates, and of carrying thi-ni out io good faith. It is thi .~=.iine uiiain with regard to nancin‘ Ytlisciissions. Acroiinting and book- lzccping are purely business t nsac tions wliicli should leave ni doubi in the minds of any one. And yet in n public debate conducted the other duy between four lending public men in St. John there were differences oi millions ns to the amount of the .public debt and of hundreds of thou- sands as to the amount of the pro- vincial surplus or deficit of the year past. Blinded by an aroused pcrty spirit each elector seemingly accept- ed the statements of his pnrty lind- eras final, and we are told thcie were no conversions either wiv. ` Such are some of the evils 1-f the 'party system. It is the grfiritest hindrance to reform, the malnspring of bribery, intimidation and corrupt practices, of extravagance, faviritlsm and maladmiiiistrneion that is known in our public life today. It is fi'uit- ful of injustice to the honest and the innocent, the refuge of scoundrelism. thc shield and reward of the guilty. Surely it la high time for intelligent freemen to assist their independence against the party slavery that has so long held them in its tolls. TO ADVERTISE THE PROVINCE. Hundreds of tourists visit this Is- land every year and pass over the railway, say from Charlottetown to Summerslde, or in the reverse direc- zion, and see little of the scenic ieauty of the Province, because many if the cholcest spots ure out of sight rom where the railway trains run. ilany more make the trip between :ur two principal ports in the night time and all they see of the Island is iriictically the tivo cities and what /iews they get in entering one har- ior and leaving the other. It would ieem to be highly desirable that hcse should have the opportunity of cnrning what ai really attractive 'ountry our Island Province is, that .hey might be included to explore it norc thoroughly and prolong their itay. With this end in view would it not ie a good plim to have placed along the walls of our passenger cars on ;he railway, and in thcisaloons of iur steamers a series of Island land- scapes and hits of our best scenery, if our bathing beaches, trout pools ind seaside resorts, our pretty Park ind some of thc views along o\~r inany attractive carriage ro lies? Fhesc views would not ne:-d to le framed, except by n mould* if: above ind below, and might iuzinsz. con- ;inuous panel along c'\v:l\ side of the car. With a little ‘;nsten.-il skill these views could be put up nt small cost and would catch the eyes of many visitors who now come and go without forming any adequate im- pression of the lsland's real beauty and attractiveness. It is true that on our steamers and in our principal hotels there are large albums containing many sup. erb views of local scenery, buildings, &c. These are, however opened but by few, and only a very few persons can sec theiu at once, The views ex- posed on the walls of cars would seen and admired by hundreds where one noiv looks into the closed alb- ums. What we have above outlined follows the practice on British rail- ways, where the traveller has con- stantly before him some charming bit of landscape, some old castle or historic spot, to lure him in search of scenic attraction or some object of interest. It is,in fact another way of advertising the Island as asum- mer resort by setting forth its nt- tructive features where our visitors F THAT i BAD BREATH And very likely constipa- tion, which fill your blood with impurities and poison your whole~system. OPENING OF THE LEGISLATURE. ` Very calm and peaceful was the /opening of the Legislature yesterday. Quite uneventful also. His Honor the Lieutenant Governor ln civilian attire performed his official part as usual with grace and dignity. The speech his constitutional advisers had placed in his hands was brief, with little ln it to excite coiitroverslal in- terest. A paragraph fittingly expres- 'ses the public loss and general re- gret for the death of Premier Pet- ers. Other paragraphs glance at the general prosperity throughout Can- 'ada and in this Province, the com- ` pletion of Prince of Wales College, the readjustrnent of subsidies, the negotiations about an Experimental-i Farm and our claims against Can-‘ ada. Amendments to the election laws and the public health Act and other measures are foreshadowed, and the public accounts for the past year n`nd estimates for the current yur are promisedf The bill of fare is by no means lavish and yct it is sufficient. Too much legislation might prove a :renter evil than too little. And it is always open to private members to bring forward any measures they may think desirable or needful in. the piibllc interest. We should be glad if it turn out that in amend- ing the election law the ballot may be introduced, with more stringent pro- visions ugainst corrupt practices and the use of liquors in elections. No hint in any wny is given in regard to these matters but public feeling tends that way and the time is opportune, on the eve of an election, to take a ` forward , step. Prince Edward Island will seem u laggard in the forward march of representative institutions until we get the ballot. I UNDESIRABLE IMMIGRANTS. --____ There is something wrong with anada’s immigration system. It is very costly and it brings to the ountry too many who are unfit, the lass who do not know how to ork at such work as this country tlords, and the class who do not ant to work at all. The experi- nce with the Doiikhobors was un- ortunate enough and has so far orked its own cure that no further importatlons of that sort are likely to be made. But Toronto, Winnipeg and other western cities find themselves bur- dened with the support of thousands lof mainly English-speaking immigr- ants for whom no employment caa be at present found, and which have to be maintained through the long winter at the expense of public charity. Even with the best that that can be done for them they are housed in shocks, have suffered mis- erably from cold and hunger and many children have died. This is a loss all around and also a bad ad- vertisement forthe Dominion. There is too much reason to fear that the immigration agents, who are rewarded in proportion_ to the number of immigrants they bring to the country, have in some cases de- ceived the new comers as to the winter conditions in this country, and ln other cases have accepted as intending settlers men who are unfit for taking up new farms or for the ordinary cnllings which this country otherwise affords. There is danger of forming a permanent addition to the pauper population -of the country as things are now going, and this should ut all hazards be avoided.
