Tue Haverly Jubilee Singers gave their second entertainment in the Market Hall, on Saturday evening. Bismarck in his speech at the closing of the Congress on Saturday, declared that he did not hesitate to attirm that this Congress deserved will of Europe; and that the Plenipotentiaries would have the conscious- ness of having, as far as was possible, restored and assured peace. He _ enter- tained a firm hope that the European un- derstanding would remain durable, and that the cordial relations established among the Plenipotentiaries would consolidate the good relations between their Governments.
