Ralston, counsel lor the Dominion Mortgage and Investment Company. as hearings on the constitutionality of the leg- islation began. Col. llelston, former Defence Mlnlater, argued that a section of the act wss ultra vlres in that k dealt with interest, bankruptcy and insolvency, matters which came under Federal jurisdiction.
