Postpone Plans To Build Two New Penitentiaries By ALAN DONNELLY Canadian Press staff Writer OTTAWA (CP)-Plans to build two new federal penltentlarles have been postponed pending a federal-provincial meeting next spring which could bring about sweeping changes in Canada's penal system. The meeting of Justice Minister Garson and provincial attorneys- general will discuss the broad recommendations made last sum- mer by a four-man committee headed by Mr. Justice Gerald Fauteux of the Supreme Court of Canada. No date has been set. One of the committee's major proposals was that the federal government take responsibility for keeping prisoners sentenced to terms of more than six months. in- stead of two years as at present. it also .-commended establish- ment of a five - man national parole board and creation of spe- cial institutions to care for cer- tain types of prisoners. The committee's report was the product of 2V: years' work. About a year before it was published. the fa deral government an- nounced plans to build three new penitentiaries. Preliminary construction on one of these has started at Joycevllle. 0ni., about 15 miles northeast of the present Kingston penitentiary. But no definite steps have been taken to start the other two. One was to be a women's penitentiary ll Kingston, the other a new penitentiary for men in one oftha Prairie provinces.
