THE LONDON Mrs. Davitt in his recent letter points out that behind the political aspect uf the home rule question lies a material bread and butter side—a question affecting the interests and well-being of the working population of Ireland. ‘*The depopulation of Ireland under Iandlord government,” he says, ‘‘has benefited no home rulers nor the ruled. The theory that it would be of ad- vantage to the industrial community is fal- sified by the fact that pauperism has doubled and that millions of Irishmen have been driven cut by landlord rule. For the most part they are employed in workshops in America, and the products of their labor are shutting out British manufacturers from the American markets. Ochers have come to England and have competed witb British workmen, reducing the wage rate. Under a sympathetic government all these em grants would have remained in Ireland, and would have produced food stuffs fur Eug- land, taking English manufactures in exchange. On the other hand the land- tords are practically excluded from parlia- mentary representation, and their property is saddled with £160,000,000 in mortgages and other burdens. Clearly landlord gove:n- ment is ne triumph for them.” Mr. Davitt states in detail the demands of the Irish party. He says: We are radical enough to believe that the rule of land monopoly is the underlying cause of im- poverished Irish labor. It has taxed the tarmer’s industry ard prevented him, from paying better wages. It has driven field workeis into the labor market in towns, and in the turin of ground rents in town and city it pursues the interests of industry and gathers where it was notsown. We demand Home Rule to insure that protectioa of Irish industry which Lord Salisbury as a landlord seeks to obtain for British trade by toxing foreign products. The protection trade re- quirts is from the ground ient and royalty system, which imposes a burden of £150,000,- 000 yearly upon the kingdom’s industry, crushing its productive power and enablivg the foreigner to compete with success. Vested landlord interests are the real secret of Ulster’s opposition to Home Rule. They have tempted Lord Salisbury and Mr. Balfour to justify the contingent of rebellion in Ulster in their soe to the feelings of religious hatred in the hope of confusing the real issues by the prejudice and excitement of sectarian passion.” me News Notes. The cholera epidemic at Seraneguir, Cash- mere, caused 1,600 deaths last week. <A terrible panic prevails among the people, the | horror of the situation having been increased 1200 Persons Hilled IN THE RECENT HURRICANE AT THE ISLAND, OF MAUr-TtUs. Further mail advices from the island of Mauritius say that the morning after the recent hurricane every street in Port Louis was filled with debris. The governor has arranged to distribute food to the suffsrers. Hospitals have beeu erected in various parts of the town, and to them were conveyed the injured as soon as they could be re- moved from the wreckage. Dead and in- jured were found under the ruias of houses in every street. It is estimated that 1200 were killed and 4,000 injured. Not a house in the Tranque Bar section of Port Louis was left standing. The burial of 600 persons killed in Port Louiz alone occupied six days. Many victims were buried in common graves at the expense of the gov- ernment. Out of 62 churches and chapels in Port Louis, 50 were devastated and the remaining 12 badly damaged. Boats were stranded during the hurricane at places 50 feet from the sea. VIOLENCE MAY BE USED TO DEFEAT THE PRO- POSED IRISH PARLIAMENT, The Belfast Telegraph publishes the plan of resistance to an Lrish Parliament by a prominent Irish Unionist. it says that the men of Ulster will not allow elections to eceur. The election writs will be publicly burned by the sheriffs of counties and the Mayor of Belfast immediately they are re- ceived. Judges and magistrates taking their commissions fromthe new executive will not be recoguized. The police will be re-organized, with special constables sworn in to replace the regular police. The Queen’s taxes will be paid, but taxes levied by the Dublin Par- liament will not be paid. The Customs house will be seized and held until the question is settled. In the event of war, the north will be in a better positioa both as regards credit and geographical position than -the South. Belfast is unassailable, while Dublin is open to direct and imme- diate attack.
