Financial Matters As has been the case for some years, the financial condition of this city has been criticized by letters 1n the daily papers; but right here, I wish to state that the financial report which will be pre- séntcd to you tonight will show a very satisfactory condition of our affairs. It-is true that we borrow- ed more money this year for Civic improvements. thus adding to our debt fifty Thousand dollars ($50.- 00000). This money was all used to alleviate suffering and unem- we received value. and fifty per cent of it came from the Federal and Provincial Government under the Unemployment Relief Fund. Councillor Foster, Chairman of Finance Committee, F185 a part of extreme importancefiTo him and his Committéqf. ‘I wish to tender my sincere‘ congratulations. they have worked Wfiitilfully and well, and Mr. Foster, as Chairman of this Commit , has given of his time unsparinsly tn looking after the finances of the City and they have been economically adminis- tered during the past year.--An- other instance of the right man in the right place. Enough is said, when I say that our watchword has been economy for the past year, and we have de- manded value in full for every dollar expended. Police Department This Department has been very capably managed by our Chairman of Police Committee. Councillor B. R. Holman. along with his Committee. They have been untir- ing in their efforts at all times to see that this important branch of the City's work has been well looked after. Our Police Force, un- der Chief Birtwiatie, has given our City wonderful Police Protection at all times-To them I extend c behalf of the City Council, our sincere thanks for their splendid work. All this work was done under the Unem- ployment Relief Plan and the work was in charge of Councillor McDougal," who is Chairman of the Public Property Committee. To him, and his Committee, the citizens should be extremely thank- ful. Councillor McDougall gave a lot of his time to this needed work and the Council is indebted to him for his wonderful work on the Public Property Committee. Taxes There is something wrong in the matter of tax payment. Taxes as- sessed are either properly payable or not. If payable then let pay- ment be made; 1f not, let them be abated. I hope some way can be devised by which taxes may b paid at or soon after the time set, namely-the first of August. Such a method. if employed. will help the taxpayer and save thousan‘ of dollars in interest money. Dwell upon this matter thoughtfully. Our outstanding taxes at the pre- sent are no fault of the City Col- lector; his work has been of the highest order, the fault lies in the carelessness of our citizens, who fail to respond to their duty by paying taxes on time. Street Improvement"- Our streets are generally in good condition. We have availed our- selves of the Unemploym ‘ Relief Fund‘ again this year, and have used same to some extent on our streets, not as much as in other years because we felt that the money could be spent to better ad- vantage and give more genuine re- lief, if employed on the Park breastwork. We. transferred ten thousand dollars ($10,000.00) of Relief Funds intended to be ex- pended on streets for this work. The reason of this move was as follows:--On street work forty per cent is spent for labour and sixty per cent for material; on Park breastwork sixty per cent for la- bour and forty per cent for mater- ial. These figures are approxi- rnateLv correct. In my estimation. the Park breastwork was the best job for unemployment and relief that was undertaken in the City or Province. We demanded full value in labour for every dollar spent and we received it. The maintenance of our streets. which is very important. W55 SW01! tbs usual good attention. All the street work was under the care of Councillor Kennedy. W110 i5 Chili" man oi the Street Committee. To him and his committee. 1 Wilder my sincere congratulations on a job well done. Fire Department This is another splendid depart- ment in our City's work, which we are all proud of. both in equipment and men. We have added nothinfl of importance to this department this year. The addition last year of a fifteen thousand five hundred dollar ($15,500.00) new pumper ma- chine brought the department up- to-date in every respect. Councillor Reardon, who is Chairman of. the Fire Committee, and his embers. have been painstaking in their ef- forts to sec that our citizens were protected from firs, and at all times to see that the department had the necessary equipment to give the cit- izens proper Fire Protection. Chief McEachern of the Fire Department has given every satisfaction. To him and his noble firemen, I sincerely tender my thanks. The Market The Market Committee, under the Chairmanship of Councillor Blanch- ard, has given utmost satisfaction. The Market Building is kept in flood repair at all times and all services in connection with the Market have been carefully attended to, Ind Councillor Blanchard and his Com- mlttce deserve the thanks of this Council for the way the Mark ct has been looked after. The Tender Corninflttcc The Tender committee is another important branch of the City's work. and has been well looked after by Councillor Dougsn, who is chair- man. Care has been exercised at all times, in investigating the num- erous tendon submitted. All bear testimony of the painstaking efforts of Chairman nougsn and his Com- mittes. How this can be remedied, will take time and study. Chairman Burke oi the Light Committee and the other members of his Committee decor-iii our thanks for their efforts to iroprovs the Lighting faculties at ail times. Their Conunlttes works under difficulties being bound by a lighting contract. During the past month this Pro- vince met with a. disastrous fire. I refer to Falcomrwca fxiaim; Asylum, which was completely destroyed by fire. Our citizens responded nobly to the call for assistance, and ren- dered valuablc services in looking after the rescue of the inmates. The Government of this Province lost no time 1n getting new quarters and these poor unfortunatcs are now comfortably housed within our city, until such time as new buildings are provided for them. I might also mention the pass- ing to his reward during the past year of the late Mr. John P. Nich- olson. who was our City Engineer for a great number of years and to whom credit must go for much of our city's progress, Mr. Nichol- son's knowledge, energy and exper- ience were used by him for the benefit and betterment of this city in every way. He will always be gratefully remembered by our cit- lzens. During the past year this Council hashad to deal with a number of very important matters. The most important was the revision and consolidation of the Act of Incor- poration and the City by-laws which required a lot of time and careful study. These are now completed and should last another quarter of a century. It was twenty-five years ago that they were done before. The permanent surfacing of the south side of the Market Square was another important matter. This is the first year we are under-the new Banatorium Health Depart- glving every satisfaction. 1 look for- ward to a great deal of good to our citizens, resulting from our stop in Joining forces with this commission. Dr. Croken continues to give splendid results and his reports on meat and milk inspections are giv- at each meeting and the law is car- ried out successfully. We insist on pure ‘milk and good meat at all times. i Water and Sewerage Commissioners The report of the Water and Sew- erage Cuunh‘ sioners will be sub- portant branch of the City's service and is being exceedingly well hand- led by Commission a Webster, Wright and Connors and Chief Clerk Msclvilllan. The closing of this year marks the end oi the present Council. For the speaker, this annual meeting closes ten years of continuous ser- vice on behalf of the citizens. t0 whom appreciation is BXPWIBEI! mi‘ their confidence throughout this period. I have endeavored at all times to work in the interest of our beloved city. If I have done my work faithfully. I am slad. if mi. I am sorry. However, my Wlk is done as a member of the City Coun- cil. Your commit‘ were under the impression that probably the street sweepers could perform their work in five days instead of six but af- ter giving the fivs day week a trial we found they were unable to do this satisfactorily with the result that we were obliged to give them the six days. I need scarcely point out to you that this department is one which has s considerable nt of work in connection with unemployment to do. In no other department is this so pronounced. The year 1931 has been a trying one, demands for work were inces- sant and it was our aim at all the different‘ labourers as much as possible. It is with deep regret that one must chronicle here the passing last March, of the veteran Consult- ing Engineer Mr. J. P. Nicholson. i L. S. The writer wishes to express a debt of gratitude and friendship for the sage counsel and kindly support which the late Mr. Nichol- son has ever given him. Throughout the summer and autumn, the customary street serv- ices of sprinkling, cleaning, sweep- ing tree-spraying, etc., were per- formed. In the winter season, the ,streets were kept well ploughed, and thus cleared of snow so as to I permit motor traffic the whole year. STREET DEPARTMENT Clay Streets Spring Park Road, from Doug- lass Street to the City Limits, has been widened to 38 feet, graded, surfaced and ditched. Ambrose Street has been open- ed, graded and ditched between Highland Avenue and McGili Av- enue. McGill Avenue between the Pro- vincial Sanatorium and North Riv- er Road, has been graded and sur- faced with ashes. The total cost of the above work was $978.95. The other clay streets of the City were kept in good condition throughout the season by the use of the light grader and tractor, as- sisted, when deemed advisable, by the steam roller. Gravel Streets . Extensive repairs have been made on the following streets which had previously been wholly or partially gravelled:—- Pleasant Street, Euston Street, Edward Street, Kent Street. King Street, Ambrose Street, Water Street, Douglass Street, North River Road, Brighton Road, Sydney Street, Orlcbar Street and Hilisboro Street. The total cost of this work was $2,227.92. ' In regard to Euston Street East in particular, it may bo stated that. at one place which has been very soft in the Spring due to under- ground seepage, it was found ne- cessary, for a length of about fifty feet, to dig out the soil to a depth of four feet, fill up with cobble- stones and top off with six inches of gravel. It is hoped that these measures will cure the trouble at this point. Wooden Sidewalks Wooden sidewalks were repaired on ‘the smoothness" where they are maintained, and new walks i were laid on Upper Queen Street, - Highland Avenue, Eehcr Street, Richmond Street, Gerald Street and York Lane. A total of 18,202 sq. ft. of planks were used in this work.
