Beston, April 19.—Consul McGarr, who has lately returned from Cienfuegos, is quoted by the Globe as follows: “A declaration of war against Spain by the United States would be a grievous mistake.” “The situation in Cnba has been most grossly, yes criminally, exaggerated by irresispousible persous tor the purpose of bringing On a war between Spain and the United States. “The peop'e of Cienfuegos, where I was stationed, were profoundly grievea and Surprised at the possibility of war betweeu Spain and the United States when I left there. “1 hardly believed mv_ instructions re- calling me a week ago yesterday.” “How many Atuericans are there io Cienfuegos ?” **{ should eay about 150 in all.” “You don’t seem to be much of a Cuba: enthusiast?” “No, sir,I’m not. I think we have completely loet our heads over this Cuban revolution.” CANADA'S CREDIT AT STAKE, (Canadian Grocer.) Should the inéolvency bill, now before the House of Commons, fail to become law Canada will undoubtedly Jose prestige among the business community in Great Bri‘an. The icfluential deputation which wanted upon the Finance Minister when he was ia London, the toue of the British press ever since the preferential tariff was brought down in June last, and the private ex- pressions of commercial men in the Mother Conntry have ali emphasized the necessity of Canada passing an insolvency law. And now the British excbang e to hand are urg- ing the adoption of Dr. Fortin’s bill. The Cavadian Gazette, a journal pul j lished in London, England, primarily in the interest of Canada, says : “It is satisfactory to know that there is still some possibility of insolvency legivlat~ | ion this seasion at Ottawa. The Canadian House of Commons can hardly be blind to } the fact that the time is more than ripe for resolute effort to remedy astate of affairs! which is at once damaging to tbe Domin- jon’e credit and a serious hindrance to the trade development which she is rightly avxious 'O promotes | ‘tir Wilfrid Laurier himself frankly | aimitted the existence of a universal desire for reform,’’ remarks the same paper, and it urges him to lend hie influence in pass- Ing the bill. Itis tobe hoped he will do 80. The Canadian Grocer does not for one | moment believe that the rejeetion cf Dr. | Fortin’s bill would destroy Canada’s credit in Great Britain or that it would prevent the development of trade so much desired. But we have'no hesitation in saying that the rejection of of the bil! wil! inju@ Canada’s credit and will hinder trade de- velopmeat swhitt business men in both Canada and -Grest Brita n are ageressively trying to induce.
