Lonpon, April 515.—There is great in~ weet here in commercial circles over the Tepoepect of privateering in event of war. Several applications for letters of marque ave been made atthe Spanish embassy nd at the office of the Spanish naval com- pieeion, but there were no applications at he United States embassy. It is general- yrecoguized that Spain intends to make piyateering ® coOmspicuons element of he campaign. It is thought, however, dat she wil! confine her energies in this irection to preying upon American coast« Yeecommerce. It is not believed that me will risk offending the European pwers by stopping their American bound meela or by searching transatlantic ships fr American goods, for if European ships m molested the powers will probably Wopt radical preventive measures. The motion resulted in the emphatic defeat of the bill by a majority of 20,—the vote standing 64 and 44, Hon. Mr Blair, who had spoken strong- ly for the measure in the railway commit- tee and in committee of the whole, was supported by Sir Richard Cartwright, and Hon. Meesrs. Mulock, Sifton, and Dobell. Hon. Mr. Tarte, who has actively work- ed againat Joly tor his ouly comrade. The other ministers were absent, but the Hon. Altogether, about halfa dozen Conservatives yoted tor the bill and the rest against it. Many of the governmene party voted on the affirmative with Mr. Blair, but over 25 voted with Mr. Tarte in the negative. So far as the government side is con- cerned the result is a good victory for Mr. Tarte, who threw himself actively into the fight for the Canadian Pacific only a few days ago. All the Maritime Conservatives who were present voted against the bill as did Mesers. McIeaac, Haley and McLure of the government side, Mesers Ellis Tucker were paired, The bill can only be resurrected again by a motion to restore it to the order paper. German, French and Russian Sailors Cry For Quarter. Vaxeovver, B. C., April officer Hepburn, ofthe Canadian Japan, says that he watched an interesting | street fight in Hong Kong just before the sailing of the steamer, in which four hun- dred Germans, French and Russian _ sail~ ors stretched along Queen etreet for a hundred yards double column and defied the “Yankees” and “Jonnie Bulis” to come on. One nundred and fifty United States and British sailors took up the challenge. They seized all the jinrickshaws in sight and making a wedge of them broke the lines of the allied forces. Half of their number stayed behind to engage the front linee, while the others smashed the jin- rickshaws and usec the pieces as clubs. In this way the one hundred and fifty Anglo-Saxons surrounded four hundred German, French and Russian sailors, and in the word of an eye witness, “knocked seven bel’s out of them.” The police were powerless to interfere, and the Anglo-~ Saxons would not listen to the cry for quarter from the foreigners until their superior officers Janded in launches and ordered tbem to return to their ships. A large number of broken heads had to be attended to. te Paton & Co’s Show Day.
